forgot to involve DA, forgot to see a judge. Works out to suggestion by
client that State of Texas Penal Code might be declared unconstitutional.

discontinues sponsorship of publication after recieving a complaint from
City of Dallas EMA. Seems the EMA has a problem understanding all the "big
words" in our publication.
This explains 22 deaths from hail storms earlier. EMA must spend a lot of
his time calling other communities to complain while folks in his town die.

November, 1995 near Tyler, Texas. Local authorities state they have
explosion on top of cavern with 10 million gallons of LNG which they
believe may have cracked top of cavern. Exact description of danger not
known in detail, however the local EMA apparently failed to notify
surrounding communities of possibility of breach of containment and
associated possible dangers.

November, 1995: Vicksburg, MS. Local authorities state they housed victims
of Hurricane Opal which cam ashore in Florida. Victims drove from city to
city seeking shelter because of lack of planning by Florida officials.

Guard Armory, everything closed for Holidays. Miracle Ride: Out of Chico
with lady in van who donated $20.00 to assist me and provided pair of gloves.
Brief Business Stop: Stopped briefly in Redding, CA. Copies of CHAPS to Sheriff,
National Guard, Police Liasion...

Hitchiked over mountains to Medford, Oregon. Got Miracle Ride over mountain
from above Lake Shasta. I stood in rain for 2 days trying to get a ride
and 2 guys broke down their van at Lake Shasta. The gave me ride to

Martin is impossible to get away from and I finally do some minor desktop

The Manager who I have never met relates to me that he understands I come to town
to parasitize my brother, Mark. This information was volunteered without any
solicitation by this stranger or child of the.......... The manager states I
cannot stay a day or so to see my brother to find out where my mother is staying
in San Antonio and see her. Arrived in San Antonio, and finally after two days
located the particular nursing home where mom is staying. They state she died
Monday, April 17th, 1995, but won't identify where she is being buried or any
details even which funeral home is involved.
Mark Misses:
Mark misses our Whataburger appointment and does not call or come
by the Lodge as he suggested he would.

home where mom is staying. They state she died Monday, April 17th, 1995, but
won't identify where she is being buried or any details even which funeral

Social Service Agency purchases a copy of my book at discounted rate of $20.00.
Extra copy given to Joe Candelario of Emergency Management. Issued without
major problems, however will have to leave the area because of problems with
Cedar Fever.

Too bad can't extend here at Salvation Army, I could do a lot more work in

Visit First Baptist Church and ask for assistance to get home to Tallahassee,
Florida after death in family in Texas. I am interviewed by Miss or probally

that I should travel straight from San Antonio to Tallahassee down interstate 10.

instead of I-10.
First Baptist Church and City of Bossier of course don't have a shelter in their
city. They dump their human garbage in Shreveport in the slum. Of course folks
who have these high powered ideas and opinions and can't back it up with some
actions must be full of baloney.

Hitchiked into Monroe, Louisiana. Got copy of 911 to City Information System
officer. He offered to share it city wide. Unable to get into shelter because

Hitchiked into Ruston. Cleared police background check and stayed in Lincoln
Court Hotel courstey of local Christian Coalition. Unable to hitchike out of
Ruston after 2 days. Sheriff places me into local motel again. Problem leaving
area due to construction on highway.
Got copy of 911 to City of Ruston Fire Department contact. He states he will
share with Sheriff Dispatch. Stuck at Ruston unable to hitchike west. Have to
turn back and return way I came, bummer!

3 quick rides and I am back in Birmingham in the same day as I left Ruston.
Miracle Hitchike. Stayed in Salvation Army Lodge at Birmingham for 2 nights
however unable to extend another day. Had to return to Fire House Shelter for
another night.
Saturday, did some good updates on system at Lister Hill Library. Hitchiked
out of Birmingham on Sunday. Got rides to Clayton and into Montgomery.

The Faith Rescue Mission states I cannot stay in shelter because I cannot walk
all the way to police station and return by 6PM check in time. Walk out of
Montgomery to I-85 and get help from United Methodist Church on this side of
town. Get meal and words of encouragement.

assist him to become known. He also gives copies to local 911, hospital, and
City of Auburn. Next day, Ray Cash states he has job interview or offer in

EMA secretary is upset because I have made a temporary partial repair to her word
processor. She apparently is disabling her computer to try and force county to
buy new one. Having fixed part of the problem I have joined her unliked list.

Stayed at Salvation Army-woman has unique spiritual point of view and is quite
active in preaching Christ considering this is a Salvation Army. Few Salvation
Army facilites have active religious instruction and bible studies. Advertised
911 to police 911, and fire department.

Real tough hitchike into Thomasville. Got stuck at Megis and sun is going down
and it is about 17 miles to Thomasville and shelter. Prayed for God to send

person and is definitely a praticing Christian.

A group or person unknown has disabled the C Drives on Kinko Computers where my
work is stored on both computers. These computers have Norton 3.0 Antivirus.
Whatever is causing damage to machines is not affected by the scanner.
Apparently unaware copies of my book also stored on other C drives in store,

computers acting flaky, critizes County Judge for failing to buy and provide
computers she feels her area deserves.
Applied for and was granted food stamps with no problems on 8-31-1995. Actually
one of the nicest and easiest food stamp offices I have gotten service from.

virus the Monkey B has gotten onto disc and clean it up. Probally got on disc
at public access system in Midland from flaky librarian. Copies of 911 made to

forget them. Interestingly enough they do not seem to be recieving blessings of

According to local sources to provide services to the homeless. However the
services to homeless men were cut when men moved out of transient dorm into
metal shack at south end of Chapel Building. What actually did money pay for?

Las Vegas Rescue Mission continues to be blessed in doing God's will. Money,
blessings, and other things continue to roll on in as the mission seeks God's
will. The Mission has expanded into next block and is planning to open new
buildings with transient facilities. Pastor Compton and others are doing the
Lord's work and God is not going broke.
St. Vincent DePaul:
According to local sources cleaned up long time shelter problems and is
preforming very well. So states long time shelter resident Bob Springer. Mr.
Springer states this organization quit catering to professional bums and problem
clients and he is quite impressed.

Got ride to Phoenix with chuck who lives in North Phoenix. Chuck dropped me off
in Tempe. I walked about 10 miles down Rural Road to Chandler Blvd. Officer
Benjamin of Chandler Police (602-786-2822) wants to know what I am doing walking
through town at 3AM. I donated a 911 disc to the city dispatcher.
Casa Grande:
David Brubaker purchased a disc for $10.00 and St. Vincent De Paul has asked me
to send back laser print of Arizona with information for homeless shelter. St.
Vincent has provided bus ticket to Tucson. Catholic Church in Tucson, AZ has
accepted materials and states they will mail them to St. Vincent De Paul in Casa
Grande.

story about crazy lady living on rock pile south of Shady Grove hich I will
provide to Highway Patrol.

stay couple of extra days because it is my birthday. Happy birthday to me. Got

computer and provided corrections in my directory. Also filed report on crazy
lady living in rocks south of Shady Grove. Pastor Carl Zimmerman provided me

Christians Do Best In Small Towns

Manager Mickey and Bonney his wife of local shelter are very friendly and assist
me to do my work. County Judge Connelley gives me a bus ticket to Pecos and
shares copies of my materials with Sheriff and EMS, and others. Local Chamber
of Commerce Director Darcia McVay also decides to vend copies of the report
through the mail to many other including 3 Governors. Got food stamps in one day
and it is amazing I have a plastic credit card. No more paper. Donate about
$100.00 in food stamps to Christian Home is appreciation for their assistance.

Stop here and delivery to emergency management persons, city manager, and local
police department way out here in the middle of nowhere. Hitchike out very
difficult and shelter not very helpful this time around.

VA Hospital Vends Service

Stop here for about week and stay in Salvation Army. Joe Webb social worker for
VA Hospital has decided to have me print lots of copies for my directory for west
Texas and mail them out. We send out about 140 all total. Recieve nice reply
from County Judge of Taylor County. VA very cooperative in letting me use their
spare training computer room. John arranges for me to get on VA van and go to
Abilene.

Stay in Salvation Army Lodge, and make delivery of computer software to Medical
Center and Posion Control. They state they might be interested in using my
software to build national hospital network. Joe Candelario office states I
cannot work there any more because they got embarassed by the complaints they
recieved about our work.
Dallas emergency management called and explained he was having a problem with all
the "big words", i.e. medical terms used to describe diseases. This person must
have limited vocabulary.

Hitchike ride with Mr. Ruin of San Antonio who asked if I had anything to buy
meal with. He gave me a $100.00 while dropping me off in Austin. University
of Texas at Austin is helping me to do my work and get finished before
Thanksgiving. Make deliveries in capitol and get to see Wayne McDilda who
explains I am on the internet at http://www.state.tx.us/chaps. Wayne seems
interested in advancing my work but he is going to work for something called
ElCom. There is some concern Wayne has been forced out of his job with Texas
State and is leaving to work with ElCom. Deliveries to software to Fire
Department, Police Dispatcher, and Fire Marshal.

Money=bus ticket and we are gone. Stopped overnight in Waco to deliver copies
of my report City and County. Tyler attend Thanksgiving day festivities with
Salvation Army and rest up for several days. Get to deliver to Ambulance
Service, Fire Department, and local police department who correct entries for
their community.

Cause of Action:
Fire Marshal explains there is this fire on platform about 10 million gallons of
liquid natural gas stored in undergrounds cavern in Woods County. He states that
this is not problem; problem is that top of cavern is cracked and if fire gets
to 10 million gallons of LNG...... Boom, pow,splat. Explosion would be in the
megaton range. Of course I do not know if we are talking about minor hairline
fractures in solid rock structure in cavern or wheather Fire Marshal is trying
to describe a major hole in cavern roof, close enough to surface to break through
to surface. LNG is reported to be 230 degrees below zero and according to expert
has expansion ratio of 270 to 1. Every liquid gallon become 270 vapor gallons.
I hitchike to Longview and stay at shelter. Make delivery of copy of program to
Sheriff Dispatch and to Fire Department. Fire Dept Batallion Commander says he
is aware of and not concerned with fire. I asked him what he thought about cavern
being cracked. He stated he is unaware of that problem.

Hitchike ride from man who is building wood processing plant in Hattiesburg, MS
area. He drops me off in Vicksburg, MS. Stay in Mission and receive a lot of
assistance from Nancy Glover of the United Way. She vends my program, gets me
extended at shelter, and makes sure everyone else in town gets copy. Local
minister for jail also gives me $20.00 "from the Lord".
Wayne McDilda calls and leaves a new message and address for me to contact him.
The numbers he left with Nancy don't work and I get the impression something has
happened to him. County Supervisor Office very helpful in updating entires for
this area.
Hurricane Victims Drive 500 miles seeking shelter
Hurricane survivors drive 400 miles

Cause of Action:
American Red Cross explains persons from Hurricane Opal in Florida drove from
city to city all the way to Vicksburg seeking shelter. Vicksburg finally
had mercy on them and put 26 of them in shelter.

Hitchike ride to Jackson and stay at local Salvation Army which is fairly
peaceful. Visit Daybreak Shelter who buys one of my disc by giving me bus
ticket and sends me to another agency who buys me another bus ticket all the way
to Birmingham. Ala.
51. UPDATING ALABAMA:

Lots of Assistance and use of computer lab from University of Alabama at
Birmingham. University is useful again.
Emergency Management Director Woody Odom and his staff are very helpful to
upgrade information on his city and state. Lt. Kelly of the Police Department
also finds the information useful for his dispatch center and will consider it
as an addition to his 911.
Emergency Management and 911 both send me to Travelers Aide Society to get
assistance to go home to Tallahassee, Florida. Despite two letters of from these
agencies asking for assistance the Travelers Aide says no money no help.
Hitchike from Hoover to City of Troy, Alabama and stay overnite in hotel courtsey
of Salvation Army after clearance from police department. Copy of 911 to police
dispatcher.
Hitchike to City of Ozark, Alabama and stay overnight with rescue mission. Copy
of 911 emergency management system to city manager. Rescue Mission only permits
stay 1 nite and I give copy of 911 to them for their computer. City has visible
damage from Hurricane Opal.
Hitchike into Tallahassee on Saturday morning. The man works at prison in Florida
and drives me to Mariana where he buys me breakfast at local restaurant. I ask
sheriff dispatcher if they assist travelers but they say they are full. Walk to
truck stop and hitch ride to Tallahassee. City has some visible damage from
Hurricane Opal and more from tornadoes.
52. NO IMPROVEMENTS AFTER DEATHS IN HURRICANE:

You guys went through major hurricane and didn't have the 911 national emergency
management directory? Hurricane Opal would have been easier without your people
stranded on Interstate 10 during the storm without cover. Visit Salvation Army,
say hello to Mike Williams and company. Mike's operations seem smooth and has
no apparent problems. Mike states his shelter has gotten enough funds to remodel
lodge and construction will begin shortly.
Staff needs new line of work?
Why would a young fit man want to work in staff position at homeless shelter
instead of doing honest and rewarding day's work? Shelter has hired a couple
of jerks who are taking their problems out on the guest. Shelter is also very
crowded with guest standing outside in rain up to 2 hours to get inside and get
bed.
Upgrading software for Chaps or 911 at library who appears fairly friendly.
Repairs to 911 going along well.
You Have Money?
Bob Croft of the American Red Cross buys one of my disc for $50.00 to his use in
the emergency management work. His boss at the American Red Cross wants one for
free. I will give you my information for Georgia on MAC in exchange for your
system. Let me understand this. You work for an agency which probally has a
half million dollar budget and you want to panhandle me for free service?
You Need Charity?
I am visiting Leon County Data Processing and asking the County if they want to
buy a copy of my software. Sounds like they want free service and I wouldn't
wish to see them an organization with a multi-hundred million dollar yearly
budget embarassed doing something like this.
I visited Florida Association of Counties and talked to John Smith.
John you want to buy my software for the agency or yourself it is only $100.00
(cheap). John says he is interested and will speak to whoever about the purchase.
The Association of Counties appears to be unable to purchase service at
this time and I will have to drop them from national network.
I go easy I go friendly for $20.00 to Lake City and get off bus. Stay overnight
in Candlestick House on Christmas Eve. The staff has mistaken me for their long
lost slave and are busy hunting for various tasks for me to do. I really didn't
come here on Christmas Eve to wash your dishes, clean the floor.......... I am
passing around my advertisement which says Sorry to Hear You Are Dead. This
explains that if they don't subscribe to my service the next hurricane will turn
you folks into ghost. I walk to the ramp of I-75 stickout my thumb on Christmas
Day. A man drives up and decides to give me $14.00 and says God Bless You.
While I am scratching my head another person drives up and gives me a ride to
Ocala
18 Dead In Hurricane Opal?

Appended Complaint asks if any of 18 dead from Hurricane Opal died because their
rights were violated. Did the interference with distribution of 911 software
cause various groups and persons to be without adequate information to evacuate
in face of hurricane? Common press shows victims sitting stranded in automobiles
on highways in Fla and in Alabama. (Appendix).

Spend most of the day dropping copies of my Sorry to Hear You Are Dead
advertisement in every mail box around city. Stay overnight in Salvation Army
which has no apparent problems but lots of Christmas Spirit and serves meal to
needy. Next day I go to City Manager Office to talk to my long time friend
David. David states he is interested in my software, has a multimillion dollar
budget for computer stuff with the city and wants one for free. All my friends
and associates have turned into professional parasites whose future existance
depends on their ability to suck on some homeless person. I buy a Greyhound
Ticket to Ocala and nobody here got service.
Florida Endorses Food Stamp Fraud?

Everything is pretty much closed including the computer labs at the University.
I stay at Salvation Army after police check at PD. Tom the lodge manager has
gotten a computer and is interested in having me teach him somethings about
computers. He is having problems trying to find the time for a few lessons.

statement they are homeless. These folks appear unaware this pratice was declared
unconstitutional in Irma Villa Real V Mosbacher in USDC in San Antonio, TX per
Judge Garcia in 1989.
53 HITCHIKERS TO BE MACHINE GUNNED?

two in Salvation Army Lodge and place ads for Sorry to Hear You Are Dead. Time
to catch city bus out of town and begin hitchiking south.
Hitchikers to be machine gunned?

I'm standing on the ramp trying to catch a ride and along comes a lady deputy
Sheriff. She is sitting in her car explaining to me it is unlawful to hitchike
anywhere in Jacksonville County. She has her finger on the trigger of what
appears to be a machine gun sitting on the seat pointing in my general director.
She says you know what I mean boy? I walk on down to mall and call the
police dispatcher and explain the problem, how it violates Constituional Law 101
and how the deputy seems to be a little trigger happy. The dispatcher is not
receptive.

I clear a police background check in St. Augustine, Florida and stay at
St.Francis House. During New Years I paste the town with my Sorry to Hear You
Are Dead Ads. Nobody wants to buy any soft ware and is apparently quite content
to die in the next hurricane to come ashore here. I have a peaceful couple of
days at the St. Francis House and rest up.

On the way out of town I visit with Sgt. Williams of Florida National Guard
Headquarters who explains he and his unit have found little use for the
national emergency management directory. He gives me the materials back. I am
extremely relieved you don't subscribe to my service. I would be embarassed
to have an endorsement from an organization which just killed 18 people in
Hurricane Opal, had folks sitting stranded in the hurricane on a US Highway, and
had Florida residents driving almost to Louisiana, and Tennessee from town to
town seeking service. Thanks for being honest enough to admit my organization
has no part in your screwup. Hitchike to Titusville, Florida with man driving
white truck to West Palm Beach.
