Salvation Army: Is very nice and lets me stay in shelter for two days on extension. Titusville is a very pretty place. I have placed a number of my "Sorry to Hear You Are Dead Advertisements".

Hurricane Evacuation Route?

Stay at Salvation Army which is still very nice place. Get clean clothes from them and brief extension to work. Library allows me to use the computer to upgrade my work.

Captain Joe Cole of Fire Department gets my laser print of revisions of file US84 and GA19. He cannot purchase software anymore because it is controlled by purchasing department. He suggest I speak to them. I go to Purchasing who says I should contact them in February, 1996 and they might buy software. Ok Tommy Layton is expecting "service for free" at the Ambulance Service and is slightly pissed off I only brought some laser prints. Jesus Said?

Local Methodist Church does the "Christian" thing and gives me a bus ticket to Albany, Georgia. Local Methodist Church is doing "urgent appeals"for victims of Hurricane Opal. I just talked to the folks in Florida they have nothing urgent going on, believe me.

Assistant Fire Chief Bramble states his community turned away "Floridana" and other seeking shelter on a drive up basis. The City of Albany apparently has contract agreements to shelter other specific Georgia Cities as prearranged.

Long Term Weather Forecast Wrong?

Category: Misevaluation of weather incident, THE 500 YEAR FLOOD: Date: January, 1996 Actors: Many Cause of Action: Local concerns are calling last years major flood 500 year flood which only occurs every few hundred years. A more likely idea is that changing weather patterns or regular ones will cause major rains in this area and you need to be prepared.

Horror Story?

Reads like a horror story. I arrive in town and everyone wants one for free. The guy at the fire department says the Chief is out of town buying a fire truck elsewhere and he cannot buy any software. I can't remember if I gave one to the 911 dispatcher but he is upset because I misspelled his name. What do you expect for free?

Urgent Appeal Grows Attitude

The lady at the American Red Cross who always floats the national cries for help has gotten high and mighty. She explains I can take my software and shove it. My answer is I will take your name and delete it. After all the assistance your community got in the disaster last year and all you can do on the national scene is develop an "attitude"?

Hitchhike Out of Town: Stop in small town north of Albany and give them free service. Their local churches normally put someone up in motel however are full. Along way I meet Deputy Sheriff who receives a free copy of 911. Standing in the rain and cold I get a miracle ride with a trucker who drops me off in Opelika, Alabama.

FEMA structure receivers service Limited Hurricane Damage: During stay in Opelika delivered copies of work to everyone and explained they are on internet. They did not suffer extensive damage from Hurricane Opal but some damage.

Walked over to Auburn, Ala and the Temple Baptist Church put me up in hotel overnight. Catholic Church gives me bus ticket to Montgomery. Found $20.00 by side of road.

Former emergency management coordinator Bobby Clemons retires and is being replaced. According to local sources Bobby was accused to misappropriation of FEMA funds but not arrested.

Shelter has bum disease?

Quick ride to Pensacola where the Salvation Army is full. It is full because of the cold weather and it is full because I need a place to sleep. You see I could give these folks some real nice computer software if I get a place to sleep, but the shelter if full of VIB. Very Important Bums. So I go out at night to hitchhike in the construction area and freeze my tail off.

Tired But Happy In Jesus?

Two ladies on their way to Mobile to party actually see me and give me a ride to near the Greyhound Station in Mobile. I drink coffee in Whataburger and rest up for a while. Walk out to freeway and hitchhike again. Boy am I tired. Two guys going to New Orleans pick me up and give me ride to Gulfport early in the morning. They buy me breakfast and as tired as I am I stick out my thumb in the rain and get a ride to Hattiesburg, MS. Almost dead on my feet and have traveled nonstop from Dothan, Ala.

Stay in Salvation Army Lodge and get brief extension. Really am tired and need rest. The local 911 helps me to rebuild all of this area and is very nice in offering assistance. I also meet local fire chief who is friendly. I go on ahead and hitchhike to Laurel ancestral home of the Walters and stay at Salvation Army.

Baptist Association Save Jesus Reputation?

The folks who helped me in Jackson state they think my software would be very helpful to their office in Laurel. They don't want to buy it, or help me with transportation but very generously accept a copy of my work for free. So I check around and the local Baptist Association provides me a bus ticket with Greyhound to Jackson, MS. Laurel is not especial interested in my software at this time. They are waiting for next major hurricane.

Stayed a day or so in shelter and delivered copies of my work to local authorities to update past service. Hitchhiked to Big Spring, TX.

My friend John Webb at VA Hospital welcomes me back and tells me to resume my work on networking. A few days later John explains I have to leave right away because "one of the bosses" said I cannot be affiliated with the hospital or do volunteer work anymore. I did not press John for a reason but packed up and wrote a letter of acknowledgment to terminate a federally mandated activity. Delivered copies to hospital administrator, and one for Congressman Lamar Smith. John also mentioned we got several written endorsements from various concerns who got copies of the printed directory including County Judge in Abilene; and County Judge in Amarillo which John states he can't find. I-5 and I-84 interstate highways are closed due to reported heavy flooding and state if floating national appeals for assistance. Pima County agrees to place 911 on their home page temporarily and provide emergency assistance on our alternate routes into the area.

John Sweeney of Pima County has seen my work and decided to put me on the Pima County Home page. He has also shown me a few basics on use of internet. Not really too difficult. I try transmitting and did get a ton of replies from some thing known as Mail Demon. Right off the bat I got nice returns from Governor of Utah, Oregon, and a bunch of other folks.

Location: Tucson, AZ Cause of Action: John Sweeney puts 911 on home page for internet with Pima County. John suddenly decides to go on vacation, his email box polygram on the internet disappears. John is giving me my email which arrived about 10 days ago. Real strange. Sounds like big trouble in River City. I drop a note on the internet if John's sudden vacation, the delay of my email, and disappearance of my work from the internet are related (Appendix). John returns a week later and says bye. We also have home page manager who appears on the homepage as sitting in a Dog House. Pima County must be hard place to work.

Educational Activity at Netscape:

The computer lab at Arizona State University in Tucson, AZ is a good place to practice internet techniques and learn the basics as can be seen from Appendix on questions about problem in the Church. This is a learning technique using netscape 2.0. A lot email returns concern learning how to use Netscape 2.0 and dialogue box and email polygram.

Food Stamps: No problems says Arizona. When I leave town I close case. Walking down street and found $45.00. Wow! Well it is time to get on Greyhound and ride in style to Las Vegas. The ride is long the style is lacking.

Evangelist Preforms Miracle?

Hitchhiked into Modesto from F Corners with local evangelist. He is nearly broke and trying to sell truck parts to various stations. When this fellah gets to Bakersfield he is trying to have relatives wire him money from Modesto or contact his dad because his gas tank is empty. The evangelist is unable to get money for his vehicle and things are looking like he will have to walk back to Modesto. As we progress he sells some parts for $300.00 to a truck stop in Bakersfield.

How does a person go from flat broke and desperate to having $300.00? The evangelist drives on Modesto and is stopping to buy new clothes he says he does not need at Walmart. By the time we reach Modesto he is almost tapped out again and gives me $5.00 and suggest I visit a local church he knows.

Got an easy ride into Roseburg in the pouring rain with Don Williams a office furniture salesman from Eugene, Oregon. Don and I have a couple hours to chat as he drives his furniture back to Eugene. Stayed for several nights at Roseburg Rescue Mission. Picked up food stamps with no problem. I also drop a report on my activities to both the District Attorney and food stamp office worker. Kenny explains he has been told to put me out of his house and the spirit states I will leave town on foot just like I came. I go to the Greyhound Bus Station and buy bus ticket 16599963 7 for $13.00 from Chico to Sacramento, CA. At Chico State University I type him a little memo explaining that I have left by bus and the spirit he heard from is not God; but the spirit of Bullshit. See Kenny I didn't walk out of town did I? Despite the falling out I mailed out several computer programs to various locations across the US and was able to deliver in Sacramento at Police Department and California Highway Patrol. United Way Dumps InfoLine: Stockton, CA: May 21-23,1996: When I get to Stockton my friend John Wickham explains the United Way has refused to fund his organization and seems to have redesigned funding guidelines to get rid of his organization. John states he will close his doors on June 30th, 1996 for lacking of funding. BRIEF VISIT TO MODESTO May, 1996 Here I am at the computer at Modesto Junior College updating my work and my friend Gene Turney gives me some good news that I can update my work next week while the lab is closed. The storage site is essentially a public access bulletin board where email and messages can be accessed by any person by pressing a button. The email going to Congress, US Senate, Judiciary Committees, and White House... are defined by law as privy materials which are by definition of law restricted. More simply you can't copy, read, or copy mail addressed to government officials unless you are the person who sent them. Problem easily solved by simply deleting information from mail. Damnest thing you ever saw. When checking internet netscape systems next day it seems there are additional records pertaining to email in another section of machine known as Cache. Cache deleted. Advisory of problem transmitted to Congress as possible Obstruction or Contempt of Congress. You must be kidding! It seems additional copies of email transmissions are stored in the machines in question in a section known as c:\temp. These are deleted Saturday, July 6th, 1996. Talk about the machine from hell. The lab manager states the system is currently refusing to prevent anyone without school email account transmit on netscape 2.0 in lab. System will not allow transmission to US Senator Kyl of Arizona. Additionally, the current netscape system is apparently making copies of all transmissions made on netscape which seems to violate Title 18 2511 Interception and disclosure of wire, oral, electronic communications prohibited. Record email transmission attempt is appended. I returned to the lab at about 10 PM and made a large number of internet transmissions to Congress. The system seems to work properly from 10 PM until about 6 AM the next morning. When I try to leave at about 5PM the manager states if I leave I will be barred for 2 years. The manager appears and explains he can't be concerned with need of guest of Holy Family Church to get shower and clean clothing and anyone coming to mission must stay until services completed about 8PM. 21. ONWARD TO TEXAS: July 14th, 1996 Rode Greyhound Bus to Benson, AZ and delivered copies of directory to City. Hitchhike to Willcox and delivered copies of directory to City. The Manager Pappy, however has a "Discipleship program" which teaches and inspires Christian values in action by volunteers. Stay for about week with Reverend Compton and company at the Las Vegas Rescue Mission. The Mission has expanded again and is obviously being blessed and blessed again for their work with the down and out and needy. Publishing a message entitled' "God Went Broke" asking if various ministries are not getting blessed because they are out of God's will not because God is broke. The Mission staff has decided to publish this to various organizations they deal with in other parts of the US. Pastor Compton states he does not feel the Holy Spirit like he used to in the old days. Ride to Fresno lets me walk across to Herndon and truck stop. Truck Drive and his friend pick me up and give me ride to turn off at Chowchilla. The driver states he was going home to Salinas but will take me on to Merced so I am not stranded. The driver is just north of Chowchilla when he jams on his brake and says quick jump out. Then he said it is too late and he drives into CHP truck check stop he did not know was here. He is sitting sort of stunned at the stop and the lady inside ask him to turn on his light and he just sits there. The lady CHP comes out and ask him for his log book. Her mouth dropped open when the guy asked her what a log book is? She asked for his CDL and he said you mean my driver license? She had him take the truck into the drive through and only wrote him about $1200 fine. When we left he drove about a mile up the road and let me out in the middle of nowhere I walked all night and got an easy ride to Merced next day. Your Making Jesus Happy? Merced Rescue Mission: Staff of rescue mission lets me get sleep during day and rest up on this Friday. I help out a little and stay through part of weekend and leave Sunday morning. The Mission is not doing so much work with prisoners at this time and the general operation seems to be relaxed and well run with major emphasis on Jesus. Explains if I leave county, simply open new case and ask them to call and close my old case. Adventures of Donald Dovell I met 67 year old Donald Dovell in the Salvation Army Lodge at Lodi, CA. Donald is newly arrived from Oklahoma and something of an adventurer who has become homeless because of the loss or theft of his SSI and other checks through the mail in Oklahoma. Donald Dovell volunteers to drive me to Sacramento, as I begin my trip north. In Sacramento, Donald announces he will drive me north to Chico and he is starting a trip to see his friends the Sands in Box Elder, North Dakota. Donald states he does not have funds or month for gas to get there however is an expert at getting money and donations from agencies and private persons. We stop overnight in Chico, and stay at the Salvation Army and Donald gets a $20.00 gas voucher from Catholic Charities. I begin to clean out Donald's car and help him to get his car straightened out, which is a mess. We eventually find his medicine and clean clothes..... Donald decides to press on to Oregon and invites me along. Donald states he is going to see his Cousin in Tumwater, Oregon where he will have a place to stay. Donald is an expert at getting folks to help him. I am feeding him with my food stamps and his tapeworm has a taste for Snapple. Donald and his appetite are quickly depleting my food stamps. We stay for a few days in Roseburg, Oregon where Donald manages to get some money from VFW for gasoline and starts out again. Donald strikes out on getting gas money in Lane County and gets the last $2.00 in cash from the Catholic Church in Albany, Oregon. We finally make it into Vancouver, WA and the car is running on fumes. Donald explains about all the folks who have abused him throughout his life including his former girlfriend Marilyn who he states he dated for 18 years while his wife was sick. Donald explains how a Troy Williams had stolen his SSI checks ....by being a payee and how his brother Jasper in Spokane is always abusing him by suggesting he get off the road and stay somewhere like a nursing home where he will be safe. Donald has little use for his brother Jasper and many of Donald's relatives are tired of Donald. Donald decides he does not care for the Share House and must leave. Donald gets a gas voucher from St. Vincent De Paul to go to his cousin house in Tumwater about 100 miles away. Donald is driving and appears to have a minor stroke, stops in the middle of the I-5 freeway and does not know where he is or what he is doing and appears confused for the next day or so. Donald explains he has passed out behind the wheel of his car on 3 occasions in the recent past, cannot operate a car legally without he glasses (which he lost), and has 2 minor traffic accidents in Vancouver, WA. Donald further explains he has had a total of 11 accidents in his car and drives like a public menace. Jesus Said Leave The Elderly Out in the Cold? We arrive at Gordon Dovell house in Tumwater and Donald visits with his cousin. We are staying at the Salvation Army Lodge where Donald makes an immediate enemy out of the house manager through his smart remarks and the house manager makes sure Donald spends a couple of extra hours out side each night in the freezing cold waiting to get in. Sure enough Donald gets very sick maybe pneumonia. Donald is also visiting his Cousin who has no intentions of letting Donald stay in either of his two homes and gives Donald $20.00 to assist his leaving. After I speak to Gordon he gives Donald an extra $20.00 to make sure he gets far enough away to make sure he cannot back. Donald he convinced not to continue his trip to South Dakota at this time of the year which is fortunate because a few days later an arctic front comes through and drops temperatures to record cold. We gas up the car and drive back to Roseburg, Oregon where Donald has the extraordinary good luck to get a doctor to put him in the VA Medical Hospital. Well we are leaving in a couple of days when the doctors get his diabetes fixed up and the staff is making a sales pitch to Donald to stay forever in a nice nursing home and get off the road. Donald explains the next day he is staying for at least a month in the VA Hospital, will have to wait for January to attend classes on how to take shots, and is considering stay a long ,long time which is great. Donald has finally shown the good sense to stay put and have a hospital full of nurses wait on him hand and foot, feed him, watch color tv and enjoy the good life. Donald states he cannot operate a motor vehicle until he gets his glasses and gets his affairs in order. Donald signs a Power of Attorney giving me his car and ask me to take it down into California and have it stored possibly with his relatives in Grass Valley, CA. Donald has the security police release his car to me and I gas it up with the voucher Donald has gotten from American Red Cross. With a large and severe winter storm approaching I leave in a hurry and just beat the worst of the storm over the Siskiyou Mountains in a car which has no chains or snow tires and I find out later no valid insurance. I arrive in Chico, CA on a Saturday and begin trying to call Donald's relatives in Grass Valley, CA. On Sunday, I am in Marysville and making about 10 calls to his relatives in Grass Valley who are not home and I assume on Christmas vacation somewhere else. I don't know how but the manager of the Rescue Mission knows I have the car and has made some off the cuff remarks that he wants it. I leave Marysville on Sunday in front of sever winter storm, driving rain,.... and arrive in Chico, CA to stay at the Salvation Army. Donald Who? I try to contact Donald's long time friend Attorney Ronald Beckman who Donald has told me so much about. Mr. Beckman states he has never heard of anyone named Dovell or Donald and I come to understand Donald has lied again. I call the Swain Nursing home in Stockton, CA where Daniel Dovell his father is living. The facility Administrator explains there are no circumstances under which I can speak to Mr. Dovell, Senior; that Donald's affairs can be share with Daniel Dovell, or that Donald's car can even briefly be left on the nursing home property. The Hospital Administrator explains I can call his cousin who lives in Stockton, CA. She explains Donald has made a pest of himself and she could not let his car reside on the property even for a few days. I speak to Kenneth Dawson of the Salvation Army in Lodi, who generously arranges to have a "solider" named Joe Spiegel assume temporary custody of the car and Donald's possessions and store them until his relatives in Grass Valley, CA; can pick them up. I write a letter to his relatives on December 24th, 1996 from Stockton, CA in Grass Valley and explain the adventures and misfortunes of Donald Dovell and suggest they come to Lodi and pick up Donald's car and property. 36. STOCKTON TO LANCASTER: End of December, 1996: John Needs A New Lie? Visited briefly with John Wickham who explains he has received no replies to out business deals and strangely seems reluctant to close our partnership which has made no money. John changes the advertisement to state we will no longer process purchase Orders. I assume this means John has received and processed a number of purchase Orders and not gotten paid and forgotten to explain the business matters to me. I think I need a new business partner. Hello Robert & Amos Christmas Day in Modesto, CA Hello Robert and Amos; how are things in your life? You guys look good and thanks for letting me stay over at your house on the holiday and visit. Invitation to Lancaster Stopped in Merced and stayed at the Rescue Mission where an individual from Lancaster, CA explains about welfare in Los Angeles, CA and gives me a referral to the Dunes Hotel. I hitch hike a ride to Porterville and another ride right into Bakersfield. The Presbyterian Church in Bakersfield provides me $3.00 for local bus travel to Lancaster. When I arrive in Tehachipi Pass I find the Golden Empire Transit has given me incorrect information about fare and schedules and I am stranded on top of this mountain and the sun going down. Miracle Ride to Lancaster January 31, 1996. Well I was standing on the side of the road when this guy named John stops and offers me a ride to Rosemont near Lancaster. John works at NASA at Edwards in the Logistics section. Another ride give me a lift into Lancaster. When Sam and Betty Managers of the Dunes Hotel (805-723-4955) learn I have been sent up by Dan to apply for welfare they give me a room through the holidays. The Dundes Hotel is very clean, well run, and the staff is friendly I have a restful two days waiting for January 2, 1997 to go down and apply for welfare. End of 1996. Despite the $1.1 billion cut, Congress can be expected to come up with whatever money is needed to handle castrophic emergencies such as the 1994 Northridge earthquake in California and last winter's flooding in Pennsylvania. But some officials still worry the budget cuts could hamstring reimbursements for longer term projects to repair such things as highways and buildings. The nation's disaster-relief agency said that when disasters strike, the agency could half some nonemergency spending to make sure rescue workers and relief supplies are not bogged down before lawmakers act. "There 's no immediate cause for concern," said Phil Cogan, a spokesman for Federal Emergency Management Agency, which administers the disaster fund. "It's not crippling us.". The compromise budger approved this week reduced the money available for disaster relief to $1.2 billion from $2.3 billion. Since 1991, FEMA has spent about $1.8 billion a year for emergency response work. "You only have to do the arithmetic to see that at some point in the future we're going to have to go Congress," Cogan said.
