Although the Secretary wants reform he reports, "you move with concrete blocks tied to your 13 arms and legs". 14 US. Department of Agriculture reports in Article in February, 1994 Reader Digest entitled "Food Stamp 15 Racket" that their program is heavily in bondage to criminal elements. 16 While it is unfortunate the United States of America 17 is unable to defend it's Eminent Domain from criminal elements challenging it's authority; it should be 18 possible for the thousands of parties involved to take effective measures for their own defense.
