     The Honorable Secretary of HUD, Henry Cisneros has
10   stated in article in Time Magazine 12-6-93 entitled
     "Giving the Cold Shoulder" that homeless programs
11   are suffering from "backlash" caused by the activities
     of criminal elements in and around federal homeless
12   programs.  Although the Secretary wants reform he
     reports, "you move with concrete blocks tied to your
13   arms and legs".

14   US. Department of Agriculture reports in Article in
     February, 1994 Reader Digest entitled "Food Stamp
15   Racket" that their program is heavily in bondage to
     criminal elements.

     While it is unfortunate the United States of America
17   is unable to defend it's Eminent Domain from criminal
     elements challenging it's authority; it should be
18   possible for the thousands of parties involved to
     take effective measures for their own defense.  A
19   draft set of guidelines will be drawn up to meet the
     need of homeless, providers, and shelters to protect
20   their property, and rights.
