Dear Butte County Department of Employment and Social Services:
Thanks you for your staff explaining they are acting in conjunction with the Social Security Administration in requesting the GA applicant produce a written Disability Statement on your form.MC 61. Unfortunately, the Social Security Administration has appeared in several actions in the US District Courts and US Circuit Court of Appeals and explained it is not entitled to either medical records or disability statements and apparently maintains the right to hold hearings in states and cities other than where the SSI applicant resides. The Social Security Administration apparently took this action because it's staff could not keep up with changes of residence made by homeless shelters and request for disability statements made by counties and states where they requesting authority refused to follow through with the medical work involved.
In March 2000 the Social Security Administration admitted these disabilities which can be cited as fact and law: "You said you are disabled due to skin cancer, malignant melanoma, GI disorder, frequent bowel movements, blood clots in the legs and hepatitis. The medical shows that you have a history of these problems" It shows that you have surgical excision of melanoma in the past. There is no evidence of recurrence (**failed to include reports on additional treatment). It shows that you have been treated for intestinal problems with frequent bowel movements. You do have a mild edema and varicosities in your lower extremities, but no ulcerations. You should avoid direct exposure to sunlight. You should also have access to restroom facilities. Interestingly enough the Social Security doctor noted pretribial edema which the patient was unaware of.
Attempts to obstruct or impede findings of USDC and US Courts of Appeals ia a prosecutable offense which apparently resulted in the removal of the United States Attorney in Winston Salem, NC last year. Because several states have obvious objections to this ruling we asked for a review by the Chairman of the US Senate Special Subcommittee on Aging(enclosed reply).
If you have questions about these rulings I would suggest you direct them to the United States Attorney in Sacrament, California or the local Social Security Administration who your Department states it is acting as a 3rd party for.
