9th US Circuit Court of Appeals & City of Lodi, CA


Your Excellency:

The 5th Circuit Court of Appeals granted me leave to act as AD HOC Counsel or as a Special Defender on Human Rights to the Office of the United Nations High Commission on Human Rights pursuant to the 1503 Process successfully defered to the United States Congress pursuant to Title 5 Part 1 Chapter 8 Congressional Review of Agency Rulemaking and Title 2 USC Sec. 190d. Legislative review by standing committees of the Senate and the House of Representatives.

Unlawful Jonders Prohibited By US Statute & International Treaty


Both the United State statutes prohibit 3rd party jonders to proceedings before various Courts of law pursuant to Title 18 USC 402 ContemptTitle 18 USC 913 Impersonator Making Arrest; Title 18 USC 242 Deprivation of rights under color of law;Title 18 USC 1505 Obstruction of proceedings before departments, agencies, and committees The Vienna Convention requires the United Nations to contact any party of interest through the US Department of State and can impose "Diplomatic Sanctions" for violation of extensive diplomatic rules. The United States Supreme Court ruled in US Vs Haldeman, Erlichman, Dean and 40 some odd other government officials that their violation of counsel's papers was a violation of Title 18 USC 242 Deprivation of rights under color of law and merited a collective 200 years in prison.

Recommanded Sanction for Violation
Of Diplomiatic Process For 3rd Party Jonder


In early September of 2007 Chris Walters Ad Hoc Counsel of Record emailed City of Lodi Officials including Mayor Bob Johnson 333-6800 x9284; Joanne Mounce- Mayor Pro Tempore; Councilmember Larry D Hansen;Councilmember Susan Hitchock; Councilman Phl Katzakian; City Manager Blair King and a nonprofit agency Loel Senior Center's stalking activities violated many and varied statutes. The Loel Senior Center apparently has and uses a computer network administrative tool and according a member named Gene he sits in the Loel Senior Center office and watches what various patrons do on the computer. "Gene" apparently travels in his wheel chair over the the library where the village idiot briefs the Library Staff on alleged criminal activities which are more commonly referred to as maintaining counsel's papers. Counsel's papers are in fact Plaintiff Exhibit C in USDC,NM 07-cv-257 and baring some good faith defense sanctions are recommended as follows:

1. $5 Million sanction on each Judge and Magistrate in the 9th US Circuit Court of Appeals

2. $5 Million sanction on the Mayor; City Manager; and each member of the City of Lodi City Council

3. $5 Million sanction on each member of the Board of Directors of the Loel Center.

Discussion On Compelling United Nations Interest


The United States is probably permanently parked in your consular office asking to "kill alleged evildoers and terrorist" which seems inappropriate while it's representatives are engaged in criminal activities against others. This link shows that most of the United States alleged wrongs are actually politically motivated activities occuring under the US Patriot Act trying to circumvent the process of law. The noted evangelist Pat Robertson apparently felt he had some grievance with the elected leader of the Country of Venezuela and according to some sources suggested the leader should be assassinated. The well established process of every law on the planet is that if Ad Hoc Legal Counsel; a Federal Judge; or the United Nations needs to speak to anyone they will serve the 3rd party with an appropriate and timely summons and subponea and given them persmission to speak in a specified time and place. The United Nations has many diplomats; Embassies; Consulates; and even minor administrative personnel going down to the obscure position of "Special Defenders on Human Rights" scattered around the world. While grievenaces and complaints can be aired in the "Diplomatic Arena" sanctions need to be imposed of those foolish enough to harass; threaten; or engage in other criminal acts towards the United Nations and it's various Organs.
