I wanted to thank the Committee for it's previous outstanding work in questions submitted on the failed attempt of the Bush Administration to amend key provisions of Title 42 Chapter 7 Social Security Act without consulting with the US Congress and creating a venue where the constitutionality of the statutes would not be impeached. During the course of 13 years litigation questions of extensive Judicial Disability in the 4th US Circuit Court of Appeals, 5th US Circuit Court of Appeals, 9th US Circuit Court of Appeals, and 10th US Circuit Court of Appeals have arisen concern the just and adequate administration of justice. The Judicicary Committee seems to share jurisdiction for instance with the Circuit Executive of the 4th US Circuit Court of Appeals:
Jurisdictional Statment
The right of the US Congress to conduct impeachment inquiries into the affairs of federal employees is found in the Article 2 Section 4 United States Constitution and as far as is known invested in the House Committee On the Judiciary and includes Federal Judges as demonstrated recently in the case of U.S. District Judge G. Thomas Porteous. The question of judicial disability can also be reviewed in the 4th US Circuit Court of appeals pursuant to Title 28 372. 1. Introduction Of Exhibit: Plaintiff Exhibit C: During the course of the Social Security question at bar the Social Security Commissioner had appeared by and through legal counsel provided by the US Department of Justice and successfully exercised his statutory right to defer any practice of law in Chris Walters SSI claim until he has decided to appear pursuant to Title 42 USC 405(g)(h) Judicial Review and had this provision sustained in 3 US Circuit Courts of Appeals.

2. Cite Exhibit: Plaintiff Exhibit C As a point of fact and law only the Plaintiff or Defendant in an action at law can practice, vend, or dispense before a Judge in a question of law at bar.

3. Cite Exhibit: Plaintiff Exhibit C As the Committee can see we have over 300 megabytes of jonders, would be 3rd party interpleaders, and other parties who have involved themselves in a question of law with absolutely no legal standing to do or say anything.

Discussion On the Merits & Impact
On Health Care Costs As A
Result of Judiciary Disability

Any party of interest can see from the Court records that the only parties who have a right to practice law is the Commissioner of Social Security Michael Asture and Chris Walters. Neither Plantiff nor Defendant have put out any real effort in 4 years to exercise their right to review pursuant to Title 42 USC 405(g)(h) Judicial Review Numerous 3rd parties engaged in tampering have however vastly increased the costs of medical costs, treatment, and other costs public and private. We have a 5 year delay where it took 10 doctors to do a simple surgery for melanoma; 45 doctors took 13 years to complete a colon exam; and 100 doctors treated an infection over 10 years until 1 provided the correct antibiotic. While all the Courts have the means of dealing with disrespect or tampering pursuant to Title 18 USC 402 Contempt the damage to the Judiciary is not the increased costs to SSI programs but loss of public respect for the federal bar.

Beginning in 1997 a series of question concerning proposed amendments to the Social Security Act occurring in and around the US District Court in Western District of Texas were deferrer to the several committees of the US Congress under the provisions that amendments to US Statutes are eminent domain reserved under Article 1 Section 1 to Congress. The process generated an extensive operational audit of the Social Security Process and Medicaid program which give a lot data on operational impediments; frauds; and hoaxes operating these program.
Even though the reports are not completely edited they are sent up to government at least 1 time a year on the enclosed CD roms to as to give decision makers insight to government losses and possible solutions. Why for instance does it take 10 doctors 5 year to do a minor surgical procedure for cancer; 45 doctors 13 years to complete a colonoscopy; and other similar delays. The data is read as an html file on a standard computer and accessed by using the folder ssi/index.html

Because of the separation of powers the several US Circuit Courts of Appeals have reserved the legal matters to Congress as opposed to authorizing litigation in these areas.
