Temporary Services
San Antonio Rescue Mission-Step 1
1. The San Antonio Rescue Mission is already designed and equipped to meet the needs of homeless men who are simply passing through town and or require a few days lodging or need to temporarily wait to
access the Guest Program.
2. The San Antonio Rescue Mission provides up to 14 nights of free shelter;
meals; clothing; and hygiene considerations to clients each month.
3. The Salvation Army reportedly operates the Hope Center for families and single women.
Community Intake &
Guest Membership Cards-Step 2
1. Clients seeking to access homeless services in San Antonio beyond the San Antonio Rescue Mission would begin
by applying for services at the San Antonio Police Department
between the hours or 8 AM to 4PM for a Guest Membership Card
2. Prospective members of the guest program would be given a NCIC background
check for wants and warrants.
3. Is it fair to require homeless persons to adhere to rules and laws if they don't know what is require of them?
4. Prospective guest would view a video providing their rights and responsiblities including schedule of sanctions for violating the community code of behavior including a description of the Vernon Statutes.
5. Out of State clients might need to view the video to understand such codes as "Criminal Trepass or Terrorist Threats... which they might not bee familiar with.
6. Prospective guest signing the Community Contract Agreement would be given a San Antonio Guest Membership Card with photo needed to access services throughout Bexar County.
7. Community Policing Encourages the Officers on duty
to sanction offending Guest by removal of Guest Identification Card as a form of non judicial punishment after issuing a ciation
specifying the penalty time-before the Card can be redeemed.
8. Discussion: this type of process are currently used in St. Augustine
and Gainesville , and Ft.Lauderdale Florida provides an accurate count of persons receiving services in the community for HUD; informs clients of their rights and responsibities in San Antonio; and provides them a valid guest card to access services throughout San Antonio. The San Antonio Police Department is part of the "Team"
9. Special Investigations such as the "Mystery Guest Program" or operational audits; and quality control programs are performed by the Police Department.
10. Discussion on NCIC: The NCIC background check is not designed to apprehend and fill up the jail with every homeless person with minor misdemeanor warrants-rather to assist Guest to resolve legal issues which prevent the Guest from returning to society.
11. Some guest who may have extensive felony convictions; known membership in KKK or Mexican Mafia with a history of shelter takeovers; or dangerous
mental health issues may receive an inspiration talk from Detectives to make sure they understand community policies. Where a mental health
emergency is believed to exist the Officers can immediately summon mental health specialist.
12. Occassional attempted take over of shelters by groups such as White Supremacist; Mexican Mafia; Freight Train Riders of America; or other prison
based gangs are matters which should be addressed by the SAPD.

Transitional Program- Step 3
1. Elimination of Walk Up Services As the shelter no longer provides walk up services
to "homeless" potential Guest would be apply for residence at specific times.
2. The word "transitional" means to transition to other programs based on client needs.
3. While SAMM has a transitional program for some clients the Guest
Program propose to create a transitional program for all clients
4. Guest could be screened at the SAMM by intake workers in the TEC Room using the standardized Guest Intake & Referral Form
between the hours of 10AM-12PM Monday-Friday.
5. If the Guest Applicant is interested in joining the transitional program the Guest selects the program of his/her choice and signs the Contract Agreement
6. The Case Manager asks the Guest to sign a Contract to
abide by Rules and Policies of the San Antonio Metropolitan Minstries.
7. SAMM Shelter Case Manager provides the Guest with 2 month bed assignment in an assigned bed
(no skipping nights or shelter hopping) and the Guest is walked up to the dorm with an RA to show the Guest where they sleep;provide laundry; ... The
Guest then leaves the SAMM Shelter until normal check in time later.
8. Extension beyound 2 month made by Guest applying for
extension at scheduled staffing meeting
9. Clients cannot loiter within 4 blocks of the shelter property unless they are seeing case manager or medical clinic.
10. Clients cannot drink or drug while particiating in this program.
11. Clients seeking readmission to SAMM for violation of rules must
attend staffing session with shelter staff held on scheduled basis.
12. Guest & families are not permitted on SAMM property during the day and if they desire to hang out can visit the
CAMM day room or eat at Manna Ministries.
13. Medical Guest must also leave the SAMM during the day unless they are unable to physically move or ambulatory
14. The only time Guest visit the SAMM during the day is to visit the Medical Clinic or the Case Managers during
assigned management hours
15. Dinner serve @ 7PM for residents only
16. Resident Guest must present their Guest Membership Card; pass through Security Guard and metal detectors
and breath analysier.
17. Residents Check In 7PM-9PM-clients get same bed each night. Staff checks guest name off roster each night-intake time no more than 10 minutes.
18. Daily Staffing 1-3 PM guest who have self terminated or been dropped from the program can appeal if they so
desire to case managers between 1-3 PM (M-F). Exactly why the Guest violated policy and if they should be barred or forgiven is a matter left to Case Managers.
19. SAMM Management tools these are some of the management
tools which would facilitate the operation of a transitional program.
20. Policy Question: If would be nice to see Guest check out after 8AM and be permitted to sleep late on Saturday and Sunday mornings. Nothing productive comes from dumping several hundred guest into the streets at 5AM.
21. Policy Question: can the dorms have cable television and nicer furniture under the transitional program?

Model Work Programs
Las Vegas Rescue Mission-Step 5
1. Many cities will no longer permit homeless clients to stay in area shelters
and do day labor; sell plasma; or newspapers but require clients to seek gainful
long term employment.
2.Clients relying on day labor typically work several days a week
and use their monies for substance abuse.
3. The policy suggested is that clients who are employable must seek long term gainful employment
4. The Las Vegas Rescue Mission
is a model for long term employment.
5. The Las Vegas Rescue Mission has
a job contractor on site who employies only clients of the Mission at special jobs such as the
Basketball Arena or Convention Center
6. Clients who work cannot participate in this program if they drink or drug and must place their
monies in a join Savings Account with the Rescue Mission.
7. The program requires clients to save a given precentage of their income towards their graduation from the program or securing outside employment.
Senior Citizens
Transition Into Housing-Step 6
1. As of Janurary, 2005 we have a large population of Senior Citizens receiving SSI
or retirement who voluntarily refuse to spend their resources on their own
maintence and live in the homeless shelter system.
2. Senior Guest must bank a given precentage of their monthly savings towards renting
an apartment and the joint savings account will be in the possession of the case manager at the transitional shelter
3. Senior Guest must be actively seeking long term housing wheather private or through HUD Programs
4. The Salvation Army apparently already has a policy in place not to rent to Senior
Citizens in their Noland Street complex because they won't provide for their own maintence.
5. The policy recommended is that seniors who refuse to cooperate with housing officals to secure long term housing
will no longer be able to stay in area shelters-having been identified as "chronically homeless or homeless by choice"
Client Referrals To
Mental Health-Step 7
Referrals to Mental Health and programs can be
made at the Case Management or intake. Many communities have an outreach worker to interview clients in
the field or in emergency situations. A question might be asked if the transitional program working with
mental health issues can have a resident nurse on duty when the clients or guests are in their dorms?
Texas State law apparently requires mental health programs to be written by persons with licenses in this
speciality.
Substance Abuse Clients Are
Not Permitted To Work Step 6
Clients who have substance abuse programs are in most communities heavily involved in programs
such as Alcholics Anon; Narcotics Anon; Cornerstone.... and not permitted to seek gainful employment
until their case management determined they are ready to rejoin society.

The American GI Forum is reportedly opening a 200 bed facility in the medical center
for Veterans which be administered by the VA.
Vocational Training
& Educational Programs
A person of reasonable and common intelligence might believe the majority of the "homeless" lack the
job skills to become gainfully employied. A vocational training or college course might be useful to
some clients to develop skills or credentials which might be useful here in San Antonio. For instance
careers in medical field or hotel management are two examples.
Special Exit Programs
1. Special exist programs on Greyhound If your client
explains he or she is just passing through the area and going somewhere for a believeable reason why can't
the community provide a 1 time ticket on Greyhound?
2. Why enroll clients in an long term program simply to have them acquire an advanced purchase ticket for $69.00.
