Dear Mr. Walters:

Thank you for sending me a copy of your letter to Governor Goldschmidt regarding your concern over the budget for the Oregon Shelter Network. I appreciate your bringing your concerns and comments to my attention.

There is no question that the issue of homeless is a huge problem and we must all work together to address the cause of the problem and not just warehouse these individuals

I find it reassuring that people like you are concerned about the problems facing our country, and are interested in actively searching for solutions. Again, thank you for getting in touch with me. I have made a note of your position and will be sure to keep your comments in mind.

Sincerely, SIGNED BOB PACKWOOD

Thank you for your most recent correspondence regarding the homeless. I greatly appreciate your list of shelters on the West Coast Corridor which currently offer work placement services. When the Senate considered the urgent relief for the Homeless Act I added an amendment which would provide for case management to track and assist the homeless in obtaining comprehensive services, including job training. It is likely that this matter will come up during debate on welfare reform. Your interest and compassion are to commended.

Kind Regards

Dear Mr. Walters:

Thank you for taking the time to write to me. My work here in Washington is often difficult, and I am always pleased to hear from Vermonters.

I appreciate the link that you have included in your email. In this age of increased online journalism and networking, the internet is having a growing impact on how we communicate. I am always interested to see the diverse online articles and videos that people are sharing across Vermont. They reflect a variety of viewpoints not always seen in more traditional forms of media, but which are instructive nonetheless.

I value your insight, and will keep your concerns in mind as I execute my legislative duties as your United States Senator.

Again, thank you for contacting me about this important issue. Feel free to contact me again in the future about this or any other subject of interest to you, or for up-to-date information on what my office is working on please visit http://www.sanders.senate.gov . While there, I invite you to sign up for my e-newsletter, the Bernie Buzz, at http://sanders.senate.gov/buzz/ . RE: Request for Congressional Review 3rd party tampering:

Dear General Counsel Thomas W. Crawley:

As the enclosed materials indicate I have asked several Congressional Committees to review aspects of my SSI claim as it relates to 3rd party tampering primarily by various concerns associated with the US Department of HUD.

When a nonprofit agency indicates they do no accommodate persons with disabilities or ends a course of medical treatment being paid for by Medicaid the medical payment system is losing an estimated $50,000 per event.

As your office recalls the several federal courts have upheld the rights of the Commissioner to a hearing pursuant to Title 42 USC 405(g)(H) Judicial Review. I am unaware of any 3rd party right interplead; join, or otherwise litigate in the matters.

I am With Kindest Regards
Chris Walters

RE: Question of Human Rights Violations by United States Returned
To US Congress via 1503 Treaty:

Dear Under Secretary Maria Otero:

In the late 1990s the 5th US Circuit Court of Appeals(*) did not object to question on human rights violation occurring under color of US law to be removed to the United Nations High Commission on Human Rights. The complex questions of law are printed and also on the enclosed CD-Rom in a folder ssi/fgj/.

As your staff is probably aware in using the 1503 Complaint process we are considering the questions primarily as an amicus curiae to preserve the integrity of various US Statutes under a diplomatic process. The preparation of the data took quite a while and as you can see has been returned to the United States Congress for resolution as an internal matter.

I am with Kindest Regards
Chris Walters, Ad Hoc Counsel UNHCHR

RE: 1503 Treaty question deferred to several Committees of US Congress

Dear Assistant Secretary General for Legal Affairs Mr. Stephen Mathias

Please find enclosed am Amicus Curiae brief addressing human rights concerns in programs operated by the United States under the 1503 Treaty Process. The questions were deferred to various committees of the US Congress to see if the United States can affect an internal solution to these issues.

Your Office seems to have jurisdictional authority over such matters and it seemed only natural to provide a copy for your staff and records.

Respectfully Submitted By

1. The Respondent of the United Nations & Presiding Senior Judge Turk apparently had no objection to appearing in an Amicus Curiea proceeding which concerned third party hacking of computer sites addressing questions to the United Nations and other internet sites related to vocational training.

2. Unconfirmed information suggest the Motion was denied about April 24th, 2002. Delivery of the Order of the USDC was apparently obstructed by a Mr. Fred Haas-Plaintiff in an unrelated case.
