Dear Mr. Walters,

Thank you for contacting me about reforms to our nation's health care system and the future of the Affordable Care Act. I appreciate hearing from you on such an important issue and I hope you will continue to share your opinions with me.

The Affordable Care Act is not perfect, but the idea that we would go back to our previous system is unacceptable. Five years after its passage in 2010, it is clear that we have made significant progress in improving our nation’s healthcare system. First, the ACA has expanded access to coverage, and 20 million Americans have gained insurance since the law’s passage. As of March 2015, more than 10 million Americans, including 335,000 Virginians, are covered by plans in the Health Insurance Marketplace, and 85% of those individuals received tax credits to lower the cost of their premiums. The law also provided states with funding to expand eligibility for their Medicaid programs, but many states, including Virginia, have unfortunately chosen not to take advantage of these additional funds.

The ACA also introduced important consumer protections. Insurers can no longer deny coverage to those with preexisting conditions or drop your coverage because you get sick. Insurance companies can no longer impose annual or lifetime limits on essential medical expenses, or charge women more than men for the same services. Young adults under 26 now have the option to stay on their parents’ plans. And all plans are now required to cover ten Essential Health Benefits, including preventive care at no out-of-pocket cost to you.

The ACA strengthened the Medicare program in many ways. Beneficiaries now have coverage for preventive services, and Part D beneficiaries have saved an average of $914 each in drug costs, as the ACA continues to close the so-called ‘donut hole’. Significantly, by cutting down on waste, fraud and abuse, the law also extended the life of the Medicare Part A Trust Fund to 2028.

The ACA has also played a role in slowing the growth of our nation’s healthcare spending by encouraging new systems to reduce health care costs by testing models that reward providers based on quality and not the amount of care provided, and it is deeply integrated into all parts of our healthcare system. The Congressional Budget Office estimates that repealing the ACA would increase costs and add to federal budget deficits by $353 billion over 10 years.

The ACA was only a first step in tackling some of the ills with our nation’s healthcare system. I have always said that Congress would need to make fixes to the law, and I was one of the first to engage in a bipartisan way on some of these proposals. For example, I still believe that Congress can strengthen the law by making changes to ensure that it works better for Virginia families and employers, which is why I have proposed measures to expand consumer choice and lower costs. I am hopeful that in the years to come, Congress can work in a thoughtful way to protect patient access to care and continue to make strides in improving our healthcare system.

At this point in time, we do still need to address fundamental issues as our population continues to age. This means moving towards a system that pays for quality of care, not volume, and examining tough issues like how we care for patients with chronic conditions and how we pay for long-term care. I also continue to be concerned about the rising costs of prescription drugs and increasing deductibles. In the coming years, I am hopeful that we can move beyond the rancorous debates surrounding the Affordable Care Act and work in a bipartisan way to address some of these emerging issues.

However, it is clear that the Affordable Care Act has ultimately taken us forwards, not backwards. Millions of Americans depend upon the reforms enacted by the law, and in the coming months and years I will remain committed to making sure that we have a health care system that is affordable, fair, and protects all Americans. Dear General Counsel Thomas W. Crawley:

As the enclosed materials indicate I have asked several Congressional Committees to review aspects of my SSI claim as it relates to 3rd party tampering primarily by various concerns associated with the US Department of HUD.

When a nonprofit agency indicates they do no accommodate persons with disabilities or ends a course of medical treatment being paid for by Medicaid the medical payment system is losing an estimated $50,000 per event.

As your office recalls the several federal courts have upheld the rights of the Commissioner to a hearing pursuant to Title 42 USC 405(g)(H) Judicial Review. I am unaware of any 3rd party right interplead; join, or otherwise litigate in the matters.

In the late 1990s the 5th US Circuit Court of Appeals(*) did not object to question on human rights violation occurring under color of US law to be removed to the UN High Commission On Human Rights and to the various committees of the US Congress. The complex questions of law are printed and also on the enclosed CD-Rom in a folder ssi/fgj/.

As your staff is probably aware in using the UN Human Rights Council 1503 Complaint prcedure we are considering the questions primarily as an amicus curiae to preserve the integrity of various US Statutes under a diplomatic process. The preparation of the data took quite a while and as you can see has been returned to the United States Congress for resolution as an internal matter.

The United States District Court ruled in Walters V Asture Civil: 09-0956 USDC, DC that private citizens may not file bries in federal court which propose to ask if a violation of Title 18 CRIMES has occured. More recently in Walters v Obrien, Ocampo Case # 3:11-cv-05906-RBL USDC, Western District Washington the Court dismissed the question with extreme prejudice as to wheather the UN Could even receive information on violations of international law and statute. Beginning in 1997 a series of question concerning proposed amendments to the Social Security Act occurring in and around the US District Court in Western District of Texas were deferrer to the several committees of the US Congress under the provisions that amendments to US Statutes are eminent domain reserved under Article 1 Section 1 to Congress. The process generated an extensive operational audit of the Social Security Process and Medicaid program which give a lot data on operational impediments; frauds; and hoaxes operating these program.
Even though the reports are not completely edited they are sent up to government at least 1 time a year on the enclosed CD roms to as to give decision makers insight to government losses and possible solutions. Why for instance does it take 10 doctors 5 year to do a minor surgical procedure for cancer; 45 doctors 13 years to complete a colonoscopy; and other similar delays. The data is read as an html file on a standard computer and accessed by using the folder ssi/index.html

Because of the separation of powers the several US Circuit Courts of Appeals have reserved the legal matters to Congress as opposed to authorizing litigation in these areas.

Since 1997... the jonders to the United Nations as an Amicus Curiae have been authorized up to US circuit Court of Appeals levels. Wish I had a Dollar for everyone who showed up and wanted to challenge something in these origiona cases. Unfortunately God is otherwise occupied and the Supreme Court has declined to overturn the ruling of 5th US circuit Court of Appeals-Oh Well

How a Federal Judge at US District Court can overturn the ruling of a Superior Court sounds like another sanction or Impeachment Protocol.

This link concerns an attempt to cause the death of injury of the Plaintiff in this action directly in front of the Court which the Presiding Judge decided to ignore; didn't enter it into the Court records; and tried to conceal the fact by preventing an obvious appeal. The motive is probably that the Honorable Judge Preska is a Republican appointee who is simply toting the party line that while the United States is the prime enforcer of Human Rights world wide the United State is of course above the law and immune to prosecution.
