The Practice and Politics of Sanctions Protocols
A sanction is a penalty imposed in or near government programs generally by officials in a position of authority on a person, group, or organization which has violated some rule or law. Persons who can impose sanctions include Chairman of Congressional Committees; any Federal Court Judge; US Department of Justice; and in many instances even individual US Government Departments.
Jurisdictional Authority For Imposition of Sanctions
These are a few of the statutes which can be used to impose sanctions

1. Title 18 USC 402 Contempt for instance practicing, vending, or dispensing law without being a member of the Federal Bar or having authorization to proceed by a US Magistrate.

2. Title 18 USC 1509 Obstruction of Court ORDER appear in a federal court proceeding without permission and oppose the ORDER of the Court and get a year in prison for each Judge you offend....

3. Title 18 USC 242 Deprivation of rights under color of law violate someone civil rights and win 5 years in the federal pen. 40 US Government employees earned a collective 200 years in prison during the Watergate Era for violation of counsels papers.

4. Title 18 USC 1505 Obstruction of proceedings before departments, agencies, and committees can include obstructing proceedings before a Federal Agency and can also be used for persons in Contempt of Congress.

5. Chapter 115-Treason, Sedition, and Subversive Activities write of empower your own federal statutes and become eligible to face summary execution or become a guest of the government in military prison.
Not All Sanctions Are Public
Some sanctions protocols are highly public and widely known such as

1. Impeachment of President Bill Clinton or the abuse of law enforcement and intelligence assets which caused the retirement of US Attorney General Alberto Gonzalez; White House Karl Rove; and US Senator Pete Domenicini

2. US Senator Bob Packwood and US Senator Alan Cranston were sanctions by US Senate Ethics Committees for violation of rules of conduct

3. Many other agents, officers, and employees of the government and even private sector receive sanctions which are discreet and not public in nature and as far as the public is concerned simply descided to retire from their position.
First Line of Defense Against Receiving A Sanction
1. Don't do any illegal, criminal or extremely stupid which make you the center of wide spread public attention and embarass your superiors.

2. If it is not your appointed business by Court ORDER or statute do not get involved

3. If you feel a compelling need involve yourself in the affairs of other and impose you moral values secure the services of a competent mental health specialist

Justice Stevens Questions Citizens United Ruling

May 31, 2012 Associated Press: Former U.S. Supreme Court Justice John Paul Stevens said Wednesday night he expects that the court has already had second thoughts about parts of its controversial Citizens United ruling that eased restrictions on corporate spending in political campaigns. The sharply divided court ruled that independent spending by corporations does "not give rise to corruption or the appearance of corruption." Stevens, who dissented from that 2010 decision, said that at some point the court will have to issue an opinion "explicitly crafting an exception that will create a crack in the foundation" of that ruling.

Speaking to hundreds of people at an event in Little Rock, the retired justice said President Barack Obama accurately criticized the ruling for reversing a century of law and allowing special interest groups to pump money into elections. He cited Justice Samuel Alito's reaction to Obama's criticism, along with one of the court's later rulings when the justices rejected a free-speech challenge from humanitarian aid groups to a law that bars support to terrorist organizations. He also pointed to televised debates when moderators try to allow candidates equal time to express their views. He said candidates and viewers wouldn't like it if there were an auction giving the most time to the highest bidder. "Yet that is essentially what happens during actual campaigns in which rules equalizing campaign expenditures are forbidden," he said. Stevens spoke in Arkansas the day after Obama presented him with the Medal of Freedom, the nation's highest civilian honor.Aside from criticizing the Citizens United decision, Stevens also took a jab at the Bush v. Gore case after an audience member asked him about it. "I think you have to have confidence that the justices will do their best to not make that same mistake again,"

It was December, 1992 and I was engaged in my duties to pratice federal criminal law here in church. I was reading Mr. Walters his rights and advising him he was under"citizens arrest". I explained to the accused that I apprehended him for "postal fraud" for using our employment office to try and sell his $10.00 computer disc to various organizations. I explained to the accused he was being let off with a warning. Walters v. InterAgency Council on Homeless in United States District Court Oregon 92-1631 RE which was filed questioned the right of "convicts" to pratice law in a church and have homeless persons seeking work arrested. Former Chief Judge James Redden explained that under precedent New Orelans v. Dukes and another ruling I could indeed be prosecuted clients for looking for work using a nonprofit agency.

Since the 1970s, more than a dozen congressmen have been convicted in criminal court. Their cases and sentences include:

- Rep. Andrew J. Hinshaw, R-Calif., spent a year in jail after being convicted in 1976 of accepting bribes when he was county tax assessor. He lost the primary election and resigned at the end of his term.

- Rep. Charles Diggs Jr., D-Mich., was convicted in 1978 of operating a payroll kickback scheme in his congressional office. He served seven months of a three-year prison term. He was re-elected, then resigned in 1980.

- Rep. Michael Myers, D-Pa., served 20 1/2 months of a three-year prison sentence for accepting bribes from FBI agents impersonating Arab businessmen. He was convicted in 1980 and expelled from Congress.

- Four other House members were convicted in the Arab businessmen bribery scandal: Democratic Reps. John Murphy of New York, Frank Thompson of New Jersey, John Jenrette of South Carolina and Raymond Lederer of Pennsylvania. Thompson and Murphy were sentenced to three years; Jenrette, two years; and Lederer, one year.

- Rep. Mario Biaggi, D-N.Y., was convicted in 1988 of extorting nearly $2 million from defense contractor Wedtech Corp. He resigned from Congress and served two years and two months of an eight-year sentence. He was defeated for re-election in 1992.

- Rep. Mel Reynolds, D-Ill., was sentenced in 1995 to five years in prison for having sex with an underage campaign worker. He resigned from Congress, then was sentenced in 1997 to 6 1/2 years for bank fraud and other violations. The second sentence, which was to run at the same time as first, was commuted in 2001 by President Clinton.
