After the savings and loan scandal in 1980's dumped an estimated 5 million former residents of Texas; Oklahoma, Missouri, into California; Governor Pete Wilson succesfully passed a California proposition 87(?) to bill states for the up keep of their residents while in California which was declared unconstitutional by the 9th US Circuit Court of Appeals and the US Supreme Court.

Former super lobbyist Jack Abramoff -- who served 43 months on fraud, bribery and tax evasion charges -- has come to the Republican National Convention in Tampa seeking redemption through honesty. And in the process, he is helping pull back the shroud on what really occurs in the bars and back rooms of the nation's lavish political conventions.

"Virtually every interaction that a lobbyist has with a Congressman is money well spent, from the lobbyist's point of view," Abramoff told ABC News.

In Tampa, that lavish spending is well underway -- largely undeterred by stormy weather. On Sunday, a top D.C. lobbying firm rented out the Tampa Art Museum for an elegant reception behind a heavily fortified security perimeter. Donors willing to pay up to $25,000 to help Republican U.S. Senate candidates were treated to an invite-only concert with big-name bands that included the Commodores. The cost was underwritten by major corporations that have extensive needs from Congress, including AT&T, AFLAC, and Blue Cross Blue Shield.
This, Abramoff said, is where the real work of the convention occurs. And nowadays, he considers it an ugly business.

"If you're conveying something of value to a public servant, a tee time [on the golf course], a meal, a fundraising check ? what is that, other than a bribe?" he said. "In Washington, it's impolite to say this, and I've been attacked vociferously for saying this, and I used to participate in it. But the truth is, it wasn't fine when I was doing it, and it's not fine now."

His conviction in 2006 was the conclusion of one of the biggest scandals to hit Washington since Watergate. It revealed that he had used restaurants, golf, and luxury vacations to try to co-opt the support of key members of Congress.

It's been nearly two years since Abramoff was released from federal prison. Today, he is a chastened man, crusading against the practices he had used to gain access to the most powerful people in Washington. Abramoff still needed permission from a parole officer to leave the state of Maryland. But his mission in Tampa is not, as it once was, to burnish the reputations of high paying clients. It is to explain to the public what is really taking place on the party yachts and in the cigar lounges outside the convention hall.

"Lobbyists and special interests aren't going to be spending their money to promote and support events like this out of altruism and the goodness of their heart," he said. "They're doing it because they have an agenda. They may be good agendas, by the way, but they're still agendas that are fed by an improper use of financial resources in a way that tilts it away from members deciding things only on their merits."

With music blaring and umbrella-toting security guards escorting paying guests from their limousines, the party hosted by the National Republican Senatorial Committee was evidence of those financial resources at work in Tampa. But none of the six U.S. senators in attendance saw the event as problematic or troubling. Sen. Roger Wicker, a Mississippi Republican, left the Commodores concert at 9:30 p.m., staying only long enough to mingle with donors and accept a greeting from the evening's host, Sen. John Cornyn of Texas. Asked on his way out the door if he believed the lobbyist in attendance and the corporations who sponsored the event had spent the money to gain access to him, Sen. Wicker smiled broadly.

"Well, I don't know. I don't think so," he said. "I've been going to these since 1968, and it's changed a lot, no question about it. Conventions used to be more substantive." Pressed on the question, Wicker again said he did not feel uncomfortable with what he described as a "nonstop" schedule of events outside the convention hall. "There are better ways to influence me," he said.

1. On or about April 12th 2018 Chris Walters was admitted to the Cottage Hospital Emergency Room with chief complaint shortness of breath and submitted to attending physician Caleb J Bailey patient medical records showing 300 doctors treating chronic heatlh issues.

2. Exhibit A the medical records packed includes X ray reports showing severely damaged hip, moderate damage to lower spine limiting the patients ability to walk and stand; a copy of the recent CAT Scan from Duke University showing PE's and other problems in lungs; 27 hospitalizations for DVT; 160 doctors treating chronic infections; and various other problems including need for hip replacement, gall bladder surgery..... which is also online:

3. The attending physician Dr.Baley and his nurse Robin glanced briefly at Chris Walters medical records and 300 doctors and handed them back then ORDERED a chest X ray and CAT Scan and declined to do ultra sound of left leg for DVT and about 11 PM explained the patient had no significant medical problems and would be discharged to the streets.

4. Dr. Bailey and nurse Robin explained the homeless shelter had a recent change in management about 2 months ago as a result of disabled persons abusing the services and Chris Walters would not qualify for placement into the shelter where his medical records plainly state he is on doctor ORDERED medical bed respite care.

5. After explainining that Chris Walters cannot walk or stand excpept briefly; Dr. Bailey and nurse Robin agreed to discharge the patient to a nearby Denny Restaurant for wait for bus service in the morning and paid a yellow cab.

6. After several hours the manager of Denny's asked Chris Walters how much longer he would be drinking a cup of coffee and agree to return the patient to the hospital and dialed 911.

7. The EMS crew objected to transporting Chris Walters back to the hospital but upon explanatiion that Chris Walters is an estreme fall risk; having noted the damage to his walker; and taking other factor into consideration transported Chris Walters back to Cotttage Hospital.

8. The attending physician Thomas R Anderson MD took some time to review Chris Walters medical history; records; and agreed to hold Chris Walters until the Social Worker appeared in a few hours ; who easily placed Chris Walters into respite care at the Path Shelter for evaluation of placement into group home or other services on Monday, April 16th, 2018.

9. Chris Walters regular doctor Katherine Hale of Helena Montana explained that any fall which resulted in serious injury to Chris Walters would likely cause death and Dr. Andersons timely treatment and paying attention to details prevented Chris Walters from falling in the night and suffering a possible life threatening injury.

10. On 4-22-1018 Chris Walters was seen at Dignity Health ER for severe hip pain where Dr. Bailey appeared as attending physician; dispensed a Motrin and discharged the patient without examining the patients medical records or standing ORDERS of the patients primary care physicians.

1. The US Congress recently cut $1.4 Trillion from the national budget while embarking on a massive military benefit and as the Nazis in Germany accusing the Jews of being a problem the hospital staff is stating that disabled persons are severely abusing services at the PATH Shelter and cites "homelessness" as a medical problem instead of the patient making less than $30 K a year required to achieve residence.

2. Dr Bailey's discharge report states Chris Walters primary medical issue is Shortness of breath and "homelesssness" as a medical condition and makes no mention of a history of DVTS; inabiltiy to walk or stand; or PEs as primary causes already noted and paid for by Medicare.

3. Dr. Andersons discharge report states Chris Walters primary medical issue is chronic left hip pain and makes no mention of a hip injury bone on bone or severe damage to spine... or inability to walk or stand for extended periods of time.

4. During the 11 hour evaluation of Chris Walters a patient "Bob" an art professor at local University was sharing the room and under going treatments of lukemia; awaiting bone marrow transplant; and was admitted to the hospital with an elevated temperature of 99 degrees on suspiscion of having a cellulitis of the leg.

5. Dr Bailey was clearly heard to spend maybe a hour attending to Bob and asking every possible question about his health issue from the time God created the universe and did everything possible to treat what was described as a minor leg infection including being ready to get down and kiss Bobs' posterior.

6. Chris Walters a patient similarility situated but different medical needs received about 1 minute of the doctors attention concerning the problem; didn't do a physical exam and apparently could not be bothered to familized himself the patients medical condiditon have already categorized him as a unworthy vagrant; a 2nd rate citizen unworth of medical treatment or serious evaluation whose only value was to repeat an expensive CAT Scan already completed by Duke University and George Washingoton Hospital DC.

7. Upon arriving at the Path Homeless shelter on 4/13/2018 it is obvious the facility is packed with disabled persons many of whom appear to be properly placed in either assisted living or skilled nursing homes and and no where in Santa Barbara is there any appreciation of the savings these persons placement into a homeless shelter verus $4,000 to $8,000 a month for more appropriate facilties.

Chris,

Unfortunately, we do need you to be able to bathe and dress yourself while here. We cannot have others helping with shoes/socks/etc. We typically have close to 190 people in our shelter downstairs so we aren't able to help with those types of activities. I'm also nervous that you would not be able to get the kind of rest you require here at the shelter with so many people around.

I think that if you really want to move to Iowa, that you should make sure that you have a place to move into before coming here because there really aren't any options for you to stay unless you already have a skilled nursing/assisted living facility in place. Your doctor possibly could help you find a facility that would work for you.

Hi! Thanks for your message I don't think that the website you mention is living in the real world. But the point is still well taken that the life of homeless people is extremely dangerous and the obstacles that homeless people face are severe. There are supposedly 15,000 homeless people here in San Diego County and the death rate is so high that the local paper no longer even bothers to mention when yet another body is found in Balboa Park. When there was a meeting of the Renaissance Commission here in Ocean Beach a couple of years ago, the concensus in the audience was running more than 10 to 1 in favor of the theory that homeless people were ENTIRELY responsible for their own situation. What is needed is not $250 billion but a commitment by society that we will do what is necessary to help those homeless people who are willing to help themselves.

What is the normal attrition rate for a city wide population composed of alcoholics, drug users, disabled....? We asked a local organization in San Francisco for their candid opinon:

"The reports are NOT exaggerated. actually, the preface to the SF Dept. of Public Health's annual homeless deaths report contains a caveat where the Dept. states that each year's count is actually an undercount -- the half-time position to do the legwork to confirm the housing status of the decedents was eliminated from SF-DPH's budget. the current counts reflect only those whose homelessness could be confirmed by the M.E.'s staff, or by police reports. if you're interested, check out SF Medical Examiner it's the text of the Director of Public Health to the Health Commission regarding homeless deaths in 1999, and has a link for the 1999 report, which I co-authored. it was, as they say, a record year.

Dennis, The problem is vast and complex, but substantially solvable. Divide the number of projected homeless in any metro area by the number of citizens who reside in that metro area. Ratios of 1 homeless person to 200 or 300 residents is not uncommon. Effectively, housing 40 individuals in a community of 8,000 should not e too difficult or noticable. You'd think, however, that a toxic waste site was moving in if a transitional or affordable housing development were proposed in just about any community in the nation.

Providing mental health evaluatins and treatment as well ass substance abuse treatment helps to impact 40% to 60% of those considered homeless. It is very expensive and for the most part, non-existent. No place to go and no help when they get there. $250 billion could easily solve the problem if distributed within the context of a national homeless strategy where levels of consistency in service could be measured. $250 billion can fix a lot of problems or be wasted like any other big pot of money.

The forced migration of homeless populations along interstate highway corridors causes massive problems for cities such as Los Angeles, New York, Seattle, Houston, Jacksonville, as smaller conservative communities in the midwest dump their homeless clients into inner cities. The United States has a history of imprisonment without trial of serious threats to the national security and peace and put the native Americans on reservations; detainment of 120,000 Japanese Americans in WWII; imprisoned the Marielle boat people for 20 years; and more recently locked up the Taliban in Cuba for over a decade. It might be desirable to imprison serious gang threats under the National Security Act in special camps without trial for detainment by military personnel in a program known previously as in 1970's as "Garden Plot". Title 18 USC 913 Impersonator Making Arrest Whoever falsely represents himself to be an officer, agent, or employee of the United States, and in such assumed character arrests or detains any person or in any manner searches the person, buildings, or other property of any person, shall be fined under this title or imprisoned not more than three years, or both.

4. Title 18 USC 371 Conspiracy to Committ an Offense To defraud the United States If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to effect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both. If, however, the offense, the commission of which is the object of the conspiracy, is a misdemeanor only, the punishment for such conspiracy shall not exceed the maximum punishment provided for such misdemeanor.

5. Title 18 USC 1701 Obstruction of Mail Generally Whoever takes any letter, postal card, or package out of any post office or any authorized depository for mail matter, or from any letter or mail carrier, or which has been in any post office or authorized depository, or in the custody of any letter or mail carrier, before it has been delivered to the person to whom it was directed, with design to obstruct the correspondence, or to pry into the business or secrets of another, or opens, secretes, embezzles, or destroys the same, shall be fined under this title or imprisoned not more than five years, or both.

6. Title 18 USC 1512 Tampering with a witness, victim, or an informant ( (b) Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or attempts to do so, or engages in misleading conduct toward another person, with intent to— (1) influence, delay, or prevent the testimony of any person in an official proceeding; (2) cause or induce any person to— (A) withhold testimony, or withhold a record, document, or other object, from an official proceeding; (B) alter, destroy, mutilate, or conceal an object with intent to impair the object’s integrity or availability for use in an official proceeding; (C) evade legal process summoning that person to appear as a witness, or to produce a record, document, or other object, in an official proceeding; or (D) be absent from an official proceeding to which such person has been summoned by legal process; or shall be fined under this title or imprisoned not more than 20 years, or both.

Article 2 of the Convention defines genocide as

...any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

9. 18 USC 1091 - Genocide (a) Basic Offense. Whoever, whether in time of peace or in time of war and with the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial, or religious group as such

(1)kills members of that group;

(2)causes serious bodily injury to members of that group;

(3)causes the permanent impairment of the mental faculties of members of the group through drugs, torture, or similar techniques;

(4)subjects the group to conditions of life that are intended to cause the physical destruction of the group in whole or in part;

(5)imposes measures intended to prevent births within the group; or

(6)transfers by force children of the group to another group; shall be punished as provided in subsection (b).

(b) Punishment for Basic Offense. The punishment for an offense under subsection (a) is (1)in the case of an offense under subsection (a)(1), where death results, by death or imprisonment for life and a fine of not more than $1,000,000, or both; and (2)a fine of not more than $1,000,000 or imprisonment for not more than twenty years, or both, in any other case.

(c) Incitement Offense. Whoever directly and publicly incites another to violate subsection (a) shall be fined not more than $500,000 or imprisoned not more than five years, or both.

(d) Attempt and Conspiracy. Any person who attempts or conspires to commit an offense under this section shall be punished in the same manner as a person who completes the offense.

(e) Jurisdiction. There is jurisdiction over the offenses described in subsections (a), (c), and (d) if (1)the offense is committed in whole or in part within the United States; or (2)regardless of where the offense is committed, the alleged offender is (A)a national of the United States (as that term is defined in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101));....

Dear Mr.Vice President Michael Pence:

Please pardon the intrusion. I wanted to thank the many public and private parties who have dropped by the United Nations for the last 20 years where I hold an honorary position as Ad Hoc Counsel to UNHCHR and asking if I can amend the key provisions of Title 7 USC Social Security Act. The ongoing request are currently prohibited by the standing ORDERS of the US Supreme Court and 5 US Circuit Courts of Appeals with the blessing of the Social Security Commissioner.

There seems to be a quesition of HUD Programs being used to destroy billions of dollars in prime real estate and operating a homeless travel system which routinely drop million of persons in the western US.

We have found several existing model programs here in the United States which resolve some of the issues. For instance the Salvation Army Hope Center here in Lodi, CA is currently listed as a national model shelter here in the United States.

In the unlikely event anyone in the United States government actually wishes to ask something the Administration can easily file an action in the US Supreme Court under Title 28 USC 1251(a)

(b) The Supreme Court shall have original but not exclusive jurisdiction of: (1) All actions or proceedings to which ambassadors, other public ministers, consuls, or vice consuls of foreign states are parties.
