Exhibit C Submitted As Evidence And
Testimony To Congress-Exclusive Jurisdiction
You are looking at part of Exhibit C a United States source document submitted as Evidence and Testimony to the several committees of the United States Congress since 1986. The survey data is occassionally used for creation of federal statutes; considering possible improvements in operation of federal programs; and study of operational field impediments. Because of the Separation of Powers found in US Constitution and various Rules of Congress it not possible to serve summons, subponeas; or other court process on Capitol Hill and persons attempting to can be detained and arrested by Capitol Police or otherwise sanctioned. Obviously the only legal reviews which can occur would require permission of the Chairman of a Congressional Committee reviewing the matters at public hearings
Standing US Court ORDERS
And Black Letter Law
Beginning in 1997 the Social Security Administration issued an Executive ORDER or Fia before a USDC, WDT link restricting legal discussions to places and times authorized by statute and have successfully defended their statutory rights from a over 500 challenges A small host of poor bastards who appear to have challenged the Sovereign rights of the Social Security Administration or Congress appear to have been thrown down the political 5 ton wood chipper and the confirmed kill list appears to include at least 1 or 2 federal judges; maybe a couple of cabinet level officers; a bunch of US Attorneys and a many more lesser persons. Whispered in the background are the strange, sacred, and holy legal incantations muttered by federal officials including Title 18 USC 402 Contempt; Title 18 USC 1509 Obstruction Court Order; tampering with federal agency, Contempt of Congress...

Thank you for accepting an application and for retirement on 12-5-2013. In reviewing the statement I found Several items which are cited on Exhibit C the computerized CD-Rom submitted as evidence in USDC:

We list the date of disability as August 1, 1993 however I was an honorary field investigation for HUD programs from 1986-1997 and my work led to creation of several US statutes:

D://107thcongress/service/index.html

2. I was also an emergency management coordinator from 1993-1999 and had a small licensed business in 1999 which made a sales of $250.00 which can be reviewed:

D://107thcongress/service/nemd.htm

3. Since 2007 the Commissioner has gone to USDC 50 times to prevent imposition of fines, Sanctions; and changes in SSI or Medicaid which were not authorized through SSA Office of General Counsel pursuant to Title 42 USC 405(g)(H) Judicial Review (Appended FYI).

4. The Exact dates I moved; why; and where are encoded in the folder SSI; however the primary reason as cited by Salvation Army is many states cannot afford the expensive medication I generally require which can exceed $100,000 per year.

Dear Staff:

I have recently contacted about 20 assisted living facilities within a 50 mile area; received 4 replies; and 1 no. I wanted to ask if an extended stay option beyond April 1 or pay to stay might exist for following reasons:

1. Preparation for hip and knee surgery.

2. Dr states I may first need to engage in weight loss program Involving change of diet and exercise for instance daily swims.

If such extension options exist I can produce on CD-rom extensive records for including medical history; finances. Ect I believe my doctor can also produce a statement from my doctor if needed.

This is a question and recommendation for 90 day suspension of the 5013(3) Non Profit Status Of Casa Esperanza located at 816 Cacique Street, in Santa Barbara, CA 93103 base on apparent Inability to operate a safe service to the public within the requirements of the law. The Executive Director is believed to be Mike Foley, Manager is Imelda Lonza and another manager is Carmen Uribe.
Description of Services Offered This Agency
This organization provides services to homeless persons and specifically targets with programs persons with dependency issues; mental health concerns; physical health and disability issues; and winter guest. The Agency has a list or rules and regulations and guidelines posted for public inspection which include prohibitions concerning violence and threats directs at staff or guest.
Review of Particular Event About
2:45 PM Saturday, February 8th, 2014
The lab monitor Chris Walters is working on computer #1 and a guest who had a stroke last week is working on computer #2 and a veteran of war in Afghanistan is using computer #3. A young woman maybe in her early 20s enters the room and begins using profanity and abusive language insisting the 3 men get up and leave. My general impression is the woman is trying to pick an actual fight with 3 men none of whom have ever spoken to this person or know anything about her.

Santa Barbara Board of Supervisors

1st District: Salud Carbajal ;2nd District: Janet Wolf, Vice Chair
3rd District: Doreen Farr 4th District: Peter Adam;
Dr. Takashi Wada,Director / Health Officer
Santa Barbara, CA 93103
After it was suggested this person take her complaint to the front desk she explained all she wanted was to use a computer and the men replied that computer #4 was open for anyone to use. After the woman began using the computer the disabled man on computer 2 said I am glad that is over and I replied someone is having a bad day.

At this point the young woman explained your talking behind my back I will have to teach you a lesson and began walking towards my computer. As she approached I was given to understand this woman who is maybe foot shorter than me and 200 pounds less in weight intended to start an actual fist fight.
Use of Accepted Protocol to Place Person Into Submission
I am retired from working in the security and investigations industry for about 40 years and have been trained to use a submission protocol on persons who are becoming aggressive and appear ready to fight. The protocol is generally effectively used on persons who are on drugs; Alcohol, mentally unbalanced and in some circumstances can be used on persons who are stupid. This protocol cannot be used on a person who is not impaired. As it generally the case it took between 2 and 3 minutes to bring the woman into submission. By the time the staff finally arrived the woman had changed from wanting to fist fight into explaining she was a victim of domestic violence who used to get beat up to 3 times a day by her husband. It would be really nice if someone could provide this person with serious counseling against approaching grown men and using profanity and aggressive behavior and trying to start fights.
Specific Area of Concerns
Relating To This And Other Issues
The management and staff permit the guest of this facility to watch quite a number of movies with extreme violence, aggressive and profane language which promote violence. I would have a hard time believing that a building full of persons who have mental health and other behavioral problems would benefit from watching a steady diet of this material without trying to act it out. The 5 known events between computer room monitors and guest on this particular day seem to facilitate around an active addictive need possibly not entirely different from additions to drugs and alcohols. A question is also appended asking if another guest is making improper sexual approaches to other men.
Statutory Citations
Threats against disabled persons or senior citizens is an enhanced felony in most states. When I work in the private security industry wear a uniform and carry a gun in Florida and Texas State for instance I have the legal right to summarily execute any person who I have a reasonable belief is attempting to cause

death or serious bodily injury to another person. Most statutes require the Board of Directors to be responsible for the operation of their non profit agency and the status of an organization to be a non profit is no a constitutional right but a matter of discretion that the operations of the facility are within the law. Since Chris Walters assumed residence here the State of California has a capitol investment of about $2,000 in SSA payments and several thousand of dollars in medical treatment. The requirement Chris Walters move as a result of this problem will create an unneeded burden on the taxpayers of California.
Recommended 90 Day Sanction
It would seem fair and equitable to give the staff and Board of Directors a fair chance to address the questions provided in this brief. If the organization is incapable of operating within the law and public interest it is suggested the non profit status of Casa Esperanza be suspended for 90 days to permit it to be reorganized.

Dear Chairperson Mariko Yamada:

The enclosed brief filed with the Santa Barbara County District Attorney Susan Dudley concerning an event involving guest of Casa Esperanza threatening several disabled persons on Saturday February 8th, 2014.

As you can see from the enclosures the Board of Directors and Management suspended from services a disabled person in an assisted mobility device for dissuading another guest who is apparently mentally unbalanced from committing a physical assault. It also appears further down in the document the shelters also permits sexual harassment.
Question of 90 Day Suspension
Of Casa Esperanza Non Profit Status

As of 2/14/2014 the communications from Chairman of Board of Directors and lack of response form Shelter management do not conform to existing criminal statute that harassment of an elderly person or Disabled person is an enhanced felony in most states. A suspension of this organizations nonprofit status might help the organization to reorganize and operate in a manner with laws and public interest.

Tough Love for Homeless Shelter
Supers Vent as Casa Esperanza Cuts Services

Santa Barbara Independent Sept 18,2013
By Nick Welsch

Directors of Santa Barbaras financially troubled Case Esperanza homeless shelter didnt just get a harsh dose of "tough love" from the county supervisors on Tuesday, they got seriously spanked. Even so, the supervisors unanimously approved changes to the shelters 60-year covenant with the County of Santa Barbara, which will allow the cash-strapped Casa to cut costly services without putting at risk the shelters $500,000 interest-free, no-payback loan from the county.

But before that vote, the supervisors expressed frustration at being notified of the Casas dire circumstances so late in the game and took exception to shelter supporters who said they felt abandoned by elected officials, like Supervisor Salud Carbajal, who stepped off the organizations board. (Carbajal resigned to avoid a conflict of interest for serving on a board that receives county funding, explaining that could be a little awkward.) Likewise, the supervisors bristled at the suggestion of some Casa supporters like June Sochel of the Gildea Foundation that the city and county governments needed to re-double their efforts on behalf of the homeless and for the shelter. A surprised Supervisor Steve Lavagnino was expecting a mea culpa, if you will from Casa advocates, but explained, Instead, what I heard we need to step up. Carbajal added, I hate to break it to you, but county government is never going to do everything and its never going to do enough.

For Casa director Mike Foley, Tuesdays verbal shellacking was salt in an already raw wound. Over the past several months, he and his board have been re-writing the shelters core mission and the cuts have been exceptionally painful. Not only has the Casa eliminated its day drop-in center effective this Tuesday but it cut its satellite food program in Isla Vista. More fundamentally, the Casa is now pursuing a new policy of requiring its residents to stay sober while there, which hasnt always been the case. Many wonder where the non-sober will go this winter when the Casa begins operating at its maximum capacity of 200 people a night, but the changed policy may open new funding opportunities. The question is whether the shelter begun in 1999 by a coalition of business, government, and religious leaders can stay afloat until that happens. In the past five years, the shelter has borrowed nearly $2.2 million to maintain the current level of operations, and this years budget is nearly $2 million less than it was two years ago. The shelter is in the midst of an emergency $300,000 fundraising drive, which Foley said has generated $192,000 with two weeks to go.

All was not strictly dollars and cents on Tuesday. Linda Miller, whos stayed at Casa in the past, predicted a spike in aggressive panhandling, illegal camping, and dumpster diving due to the cuts. Its appalling anyone has to do without food, she said. Another homeless woman complained that the waiting list for subsidized housing was six years long, lamenting, Six years is a long time to be on the streets. And many others urged the supervisors to remember most of the homeless were women and children, not the people panhandling on street corners.

Foley is hoping to sell the Casa property to an undisclosed third-party non-profit, which in turn will lease the Casa back to the shelter. The proceeds would help pay off much of the shelters accrued debt. County auditor Bob Geis expressed skepticism at this plan, and the supervisors worried that such a sale would leave their $500,000 loan unsecured and uncollateralized. But the point was moot, because the load was made with the clear expectation that the money would never be paid back and that no interest would ever be charged. In exchange, the shelter was supposed to provide a range of shelter services including the day drop-in center through 2059. Weve already lost our $500,000, said Geis. Thats the story. It is what it is.

In the end, the supervisors voted to change the Casas covenant language to allow the elimination of the drop-in center over the next 46 years. This leaves intact the interest-free and forgivable provisions of the $500,000, which in turn, will facilitate the eventual sale of the property. Supervisors Lavagino and Peter Adam were skeptical the Casa could be saved, saying Good luck, to Foley and his supporters. Supervisor Doreen Farr lamented the loss of program, terming the damage inflicted to the safety net huge. And while supervisor Carbajal was clearly frustrated, he understood there was no choice. Who are we fooling? he asked. We cant provide this service for the community.

Freedom of Speech-So Let It Be Written And Let It Be Done
Leads To Passage of US Freedom Act of 2015
In 2015; US Senator Patrick Leahy the Dean of the US Senate and Congressman James Sensebrenner of House Committee on Judiciary cosponsored the USA Freedom Act of 2015. The US Congress passed the USA Freedom Act to curb abuses of US Patriot Act based on idea that most citizens didn't need the permission of government to speak; communicate or forfeit their rights to privacy without due process of law. The widespread abuses included the CIA breaking into computers of US Senate Select Committee on Intelligence; gathering of metadata from all sources which is only useful for blackmail and extortion; and sustained electronic warfare attacks against United Kingdom a sovereign country where the internet service provider is located.

The United Kingdom is not subject to the laws of the United States and persons, groups, and organizations facilitating terrorist or electronic warfare attacks are legitimate military targets. The materials on this website are submitted as "Evidence and Testimony" before the US Congressional Committees and no members of the Courts or Executive Branch of Government can server legal process on Capitol HIll . Provisons of US Patriot Act for warrantless searches was declared unconstitutional in USDC,DC by Judge Richard Leon in Klayman v Obama As the Obama Administration continues to challenge the Separation of Powers clause of the Constitution it will be interesting to see how many officials get removed or have to resign from public office for abuse of power. The Watergate Hearings rebuked the doctrine that government officials are above the law and blessed 40 government employees with 200 years in prison for violation of

Result In Your Being Volunteered or Drafted

It seems that many Chairman of Congress believe in the concept of work ethic and if they find you on Capitol Hill or too close to something they are working on will actually have someone volunteered or simply drafted. I-5 Cooridor Agreement origionally on covered portions of California, Oregon, and Washington but was rapidly expanded by the national leadership to include a third of the United States. Congressman Henry B Gonzalez caught me on Capitol Hill about 1988 circulating one of my publications and had me introduced to the HUD Inspector General.. This assignment lasted until about 1993 when the Clinton Administration came into power and replaced me with 2 convicted persons who according to press reports were paid $80,000 a year plus expenses..
