The survey data is occassionally used for creation of federal statutes; considering possible improvements in operation of federal programs; and study of operational field impediments. 1. The purpose of this fraud is to repeat expensive medical work and determinations which have already been made by the Social security Administration's doctor in Washington State. Basically a challenge to constitutional principle of full faith and credit where instrumentalities are honored from state to state.

2. Title 18 Sec 371 Conspiracy to commit offense to defraud the United States If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to effect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both.
