ALBUQUERQUE (KRQE) - A retiring FBI agent in the thick of investigating and prosecuting public officials said Tuesday New Mexico may be the most corrupt state in the nation. New Mexico has a long list of corrupt politicians, and the list could be growing. High-profile political figures and associates have been convicted, and ongoing investigations are making frequent headlines. Many of those cases began with FBI agents in Albuquerque.

"It's our No. 1 criminal program," Thomas McClenaghan, special agent in charge of the FBI Albuquerque field office, said. Corruption scandals that took down former state Sen. Manny Aragin, once considered the most powerful politician in the Senate. Former State Treasurer Robert Vigil, his predecessor and a long list of criminal accomplices have been convicted or cut plea deals in federal court.

McClenaghan will lead Albuquerque's team of FBI agents only through the end of the week. He retires on Friday. "From what we've seen here, corruption in this state is epidemic," he told KRQE News 13. "It is at all levels of government." New Mexico is not alone, of course. Illinois Gov. Rod Blagojevich is at the center of a federal investigation that had him arrested late last year. At the time Special Agent In Charge Rob Grant of the Chicago FBI field office had little good to say about how Illinois does political business. "If it isn't the most corrupt state in the United States, it is certainly one hell of a competitor," Grant said.

McClenaghan's take? "All I can say is Special Agent In Charge Rob Grant never worked in New Mexico." That's a strong statement from a man who's made it a point to pursue political corruption aggressively. When his agents went after Vigil, then the sitting state treasurer, undercover video showed a California financial consultant who was cooperating with the FBI handing him $10,000 in cash. At Vigil's first trial jurors couldn't decide whether he was guilty or not, and ultimately the evidence was not enough to convict him on 23 counts of racketeering, conspiracy and extortion. However Vigil was eventually convicted on one count of attempted extortion in 2006.

In Lieu Appeal To US Supreme Court
NOW COMES THE Appellant Pro Se Chris Walters before the Honorable 10th US Circuit Court Of Appeals in this Motion For Reconsideration to wit:

1. As the lower court has pointed out the Commissioner of Social Security has been named in possibly as many as 50 civil actions since 2007 and has successfully defended the SSA sovereign rights (not Chris Walters rights) to have any additional legal discussions reserved to a time and place of the SSA legal Counsel’s determination pursuant to Title 42 USC 405 Judicial Review.

2. Exhibit A: The question of law which both the lower court and this Court are attempting to adjudicate have already been ruled meritorious in USDC, Northern District of Texas and the Commissioner has long, long time ago removed the suspension of Chris Walters SSI benefits and been reviewed up to and approved for final disposition by the 5th US Circuit Court of Appeals.

3. Exhibit B: The US Supreme Court letter has cited for the 3rd time it has found no basis in fact or law to permit any activities in this SSI claim not authorized by the Commissioner’s legal staff by filing in a US District Court and it is important to remember the Commissioner has not even been issued a Summons to appear at Bar in this case.
Discussion On Merits
Chris Walters wishes to thank the Court for it’s time and efforts. It is not clear if Chris Walters did not adequately bring these fact forward or if they were one of the items dismissed by the Clerk’s office earlier. The Appellant’s concern here is to make sure we don’t have some miscommunication where the Court is not aware the issue at law has long since been ruled on; the Commissioner acted as a matter of fact and law to resolve the issue; and we don’t have to appear before the Supreme Court and have someone explain why we are challenging their previous instructions and standing ORDERS of 4 other US Circuit Courts of Appeals.

We have never heard of a US District Court Judge over ruling another USDC in another Circuit, overruling standing ORDERS of several US Circuit Courts of Appeals and holding proceeding where there are not 2 parties present. The ORDER of Supreme Court Justice Parker (Docket #11) ignores the fact the Complaint had already been withdrawn (Docket #10) because it was already resolved in the 5th US Circuit Court of Appeals (USDC No. 2:13-CV-25) Could your Committees find out when Supreme Court Justice James Parker was voted into the High Court? As Supreme Court Justice Parker pointed out in his ruling (Docket #11) has been re-heard about 50 times in various Courts since 2007 when the Honorable Judge Judith Herrera (#: 1:07-cv-00257-JCH-RLP) closed the proceeding with an agreement of the parties. Why anyone would wish to challenge the ruling of the Court that any further proceedings must be filed pursuant to Title 42 USC 405(g)(H) Judicial Review.

The International Prosecutor has been asked to consider that further suspensions of benefits without the required process of law should be considered violations of the Human Rights Code known as Abuse of Power and prosecuted.

ALBUQUERQUE (KRQE) - A retiring FBI agent in the thick of investigating and prosecuting public officials said Tuesday New Mexico may be the most corrupt state in the nation. New Mexico has a long list of corrupt politicians, and the list could be growing. High-profile political figures and associates have been convicted, and ongoing investigations are making frequent headlines. Many of those cases began with FBI agents in Albuquerque.

"It's our No. 1 criminal program," Thomas McClenaghan, special agent in charge of the FBI Albuquerque field office, said. Corruption scandals that took down former state Sen. Manny Aragin, once considered the most powerful politician in the Senate. Former State Treasurer Robert Vigil, his predecessor and a long list of criminal accomplices have been convicted or cut plea deals in federal court.

McClenaghan will lead Albuquerque's team of FBI agents only through the end of the week. He retires on Friday. "From what we've seen here, corruption in this state is epidemic," he told KRQE News 13. "It is at all levels of government." New Mexico is not alone, of course. Illinois Gov. Rod Blagojevich is at the center of a federal investigation that had him arrested late last year. At the time Special Agent In Charge Rob Grant of the Chicago FBI field office had little good to say about how Illinois does political business. "If it isn't the most corrupt state in the United States, it is certainly one hell of a competitor," Grant said.

McClenaghan's take? "All I can say is Special Agent In Charge Rob Grant never worked in New Mexico." That's a strong statement from a man who's made it a point to pursue political corruption aggressively. When his agents went after Vigil, then the sitting state treasurer, undercover video showed a California financial consultant who was cooperating with the FBI handing him $10,000 in cash. At Vigil's first trial jurors couldn't decide whether he was guilty or not, and ultimately the evidence was not enough to convict him on 23 counts of racketeering, conspiracy and extortion. However Vigil was eventually convicted on one count of attempted extortion in 2006.
