DADS offers several programs for individuals who are unable to meet their own needs and have no one else to assist them. An individual or their representative may call their local DADS office and say they are interested in applying for services for themselves or their family member. A case manager will gather information to help determine if the individual is eligible for the particular service being requested. Some individuals may already have their needs met and therefore may not qualify for some programs.

LONGVIEW CBS 19 (KYTX) -- There's more help coming for the hungry and homeless in Tyler, and it's coming from Longview. The Hiway 80 Rescue Mission is trying to fill a void in Tyler's homeless services.

Hiway 80 tells CBS 19 the East Texas Rescue Mission's decision to close down in Tyler left a huge gap that a lot of people are falling into. Now they're taking the first small steps toward bringing services to the Rose City that will get the homeless back on their feet. After a month in the hospital, James Green had nowhere to go. After turning to Hiway 80, he's come to believe it represents a new beginning.

"The Salvation Army down in Tyler said I could only stay for three days," Green said. "So the hospital gave me money for a cab to come here." He wasn't always a man with nowhere to go. In fact, Green lived all over the U.S. until his health took a hit, living homeless in Tyler. "We're sleeping about 170 per night in this facility and at different times up to 25 percent are from Tyler," Hiway 80's Executive Director Eric Burger said.

Those numbers have climbed ever since the East Texas Rescue Mission in Tyler closed its doors in 2010. "I began volunteering once a month [at ETRM] as the chaplain, doing the service for them," Hiway 80 case worker Antonio Christian said. Christian's volunteer experience with the East Texas Rescue Mission led him to Hiway 80 and Hiway 80 came to him when they realized it was time to expand into Tyler. Now he spends his days networking one-one-one with Tyler's homeless and with other non-profits that could help them.

"They've got a clinic called Bethesda Clinic in Tyler, where I went and talked to one of the volunteer coordinators," he said.

It's a grass-roots effort that's a long way from putting new beds inside a new shelter. For the time being Hiway 80 is working on little things like doubling the three nights a week that local churches offer meals to the homeless. "Let this be a transition from one point in your life to another point in your life. Don't let this be all your life," Christian said. "I'm very thankful for it," Green said. He plans to leave later this month and head to Wyoming. "It's just a true blessing. Only God can do that for you."

A group of Tylerites calling themselves the Committee for a Rescue Mission in Tyler are pitching in to help make Hiway 80's expansion a reality. They tell CBS 19 they're working toward a more complete strategy for helping Tyler's homeless and hungry.

Dear CEO Steven W Streit:

I have been a loyal customer of Wal mart Money Card for some years and a problem has come up on several occassions which I wanted to address. When I worked for the National Bank of Commerce in the proof and operations department in the 1980's we had a 10-14 day float time for checks to actually cross the country and be returned to us before the customer could access the funds. In the electroinic age I often question why firms still use or abuse float time?

I have attached 2 bills were paid and cleared by County Inn and Suites in Tyler, Texas. Your online staff explained the bills were resubmitted and Carlson Reisor investigative staff states this is not the case. The Carlson/Reisor staff explains bills were cleared and only submitted 1 time. So my funds on the Walmart Card were put into a 10 day float time where the money could be used to garnder interest which left me broke and my Walmart Card some hundreds of dollars over balance. The question was eventually resolved and the money returned to my account.

Last year Yahoo where my web service was located submitted a bill electronically and explained it did not take. Your service explained the item billed 5 times and it took 10 days for the money to clear and return to my account. My generally feeling it that this was done to create float time on interest on the money.
A Better Idea and Business Proposal
I really like Walmart Money Card and the services your firm provides for #3.00 a month. Rather than occassionally creating a fictious double bill to get some chump change in interest and damage my business relations with other firms I was wondering. Why couldn't I simply pay $5.00 or $10.00 a month for your service-it would still be a great and affordable price compared to most banks?
