Exhibit C Submitted As Evidence And
Testimony To Congress-Exclusive Jurisdiction
You are looking at part of Exhibit C a United States source document submitted as Evidence and Testimony to the several committees of the United States Congress since 1986. The survey data is occassionally used for creation of federal statutes; considering possible improvements in operation of federal programs; and study of operational field impediments. Because of the Separation of Powers found in US Constitution and various Rules of Congress it not possible to serve summons, subponeas; or other court process on Capitol Hill and persons attempting to can be detained and arrested by Capitol Police or otherwise sanctioned. Obviously the only legal reviews which can occur would require permission of the Chairman of a Congressional Committee reviewing the matters at public hearings
Standing US Court ORDERS
And Black Letter Law
Beginning in 1997 the Social Security Administration issued an Executive ORDER or Fia before a USDC, WDT link restricting legal discussions to places and times authorized by statute and have successfully defended their statutory rights from a over 500 challenges A small host of poor bastards who appear to have challenged the Sovereign rights of the Social Security Administration or Congress appear to have been thrown down the political 5 ton wood chipper and the confirmed kill list appears to include at least 1 or 2 federal judges; maybe a couple of cabinet level officers; a bunch of US Attorneys and a many more lesser persons. Whispered in the background are the strange, sacred, and holy legal incantations muttered by federal officials including Title 18 USC 402 Contempt; Title 18 USC 1509 Obstruction Court Order; tampering with federal agency, Contempt of Congress...

1. I was responding to a legal question in New Mexico and was close enough to San Antonio, Texas to get here on the bus and have a chance to see my the extensive medical facilities here can address my medical work which is pending completion.

2. The community social services are heavily involved in drug dealing and supporting substance abuse only 190 miles from Laredo Texas where the Mexican Marines are engaged in combat operations against drug cartels. As with many similar problems throughout Texas it causes questions about the integruity of those who run the Texas State. San Antonio lost it's Kelly AFB sometime back because of allegations of drugs being smuggled into the Base and as a community seems to have a long term problem with drug abuse.

3. The only good thing which occured was that President Clinton forgave the communities inability to repay a substantial loan to privitize the installation. While I'm in the hospital in Feburary, 2009 being treated for serious medical problem the hospital staff explains another homeless person is in a near by room explaining the problems that exist at the SAMM Shelter.

During a conference with SAMM Directors and Board of Directors it was admitted that the organization lacks any client accountability because of St Vincent De Paul policy of unconditional shelter The resulting public nusiance laid waste to about 1/2 mile of surrounding property values which were probally repurchased by insiders. When the shelter closed the insiders made a substantial profit in reselling the real estate their shelter had destroyied.

For a major drug use operation to exist using the front of the Catholic Ministries as a place of operation there are a number of public and private persons who must be actively supporting the activity or neutralized. RE: Voluntary Reply To Request By Administrative Law Judges Move SSI Claim to San Antonio, Texas

Dear United States Attorney Johnny Sutton:

I have received a recent letter from the Social Security Office of Hearings and Appeals requesting Administrative Law Judges hearing request from New Mexico, Stockton, CA and San Antonio, Texas. While the Honorable Judge Herrera of US District Court NM has ruled that adjudication of issues is required to take place under the supervision of a US District Court Judge pursuant to Title 42 USC 405(g)(H) Judicial Review I am unaware of any reason I cannot make a voluntary submission to your client the Social Security Administration which might save us from unneeded litigation.

a. Plaintiff Exhibit C: is found on the internet and on the CD-Rom I have submitted and is a fairly complete case history of the SSI claim going back to 1997 written in html and designed to provide your staff or client with information they might need.

b. Vocational Training Activity; requested by your client in 1997 shows I have an extensive online computer training project which provides an emergency management portal for Washington State which has cost me about $25,000 to maintain since 1999.

c. Medical Finding of Dr. Eric Strandberg of Seattle, Washington acting as the Social Security Administration’s doctor whose finding is typical of my 200 some odd doctors which requires me to have a colonoscopy; consultation with vascular surgeon; and some other internal medicine work.

Scope and Purpose of My Moving To San Antonio, Texas
To Fulfill Contract Obligations

The City of San Antonio has maybe 30 major hospitals and a large homeless complex and appears well suited to completing the contract medical work which the various Social Security Administration doctors have requested. Barring my being tarred and feathered and run out of town by the homeless shelter providers or the world ending I would believe that what has been declared disabled can be repaired.

Jesus Is Going To Kill Us?
I Was Wrong By Jim Bakker
The speaker named Terry is a distinguished looking gentleman giving the message here at the Rescue Mission on Wednesday Janurary 7th, 2009. As he openly weeps he explains that if we don't repent or agree with the church Jesus will come down out of the sky and turn us into bug squat. This is toned down somewhat from years ago when the pentacostal groups used to explain that those failing to repent and throw down would be run over the in the morning and found with their eyes hanging out of their heads....As many of the guest are sick and on antibiotics it is a better bet that something is wrong with either the food or one of the staff has an extremely communicable disease.

Pastor Jim Bakker's masterful book entitled "I Was Wrong" denounces the modern day turd of pentacostalism as worshiping the wrong Jesus; being lost in money and power... The you name it and claim it philisophy reduces Jesus to the role of a two bit bitch to be summoned up when a believer wants something instead of Jesus being elevated to his rightful status as supreme being and Master. The simple reason the speakers here at the Rescue Mission never have any good news as the Gospel is because they don't have Jesus in the first place.

Congressional Work Ethic Can
Result In Your Being Volunteered or Drafted

It seems that many Chairman of Congress believe in the concept of work ethic and if they find you on Capitol Hill or too close to something they are working on will actually have someone volunteered or simply drafted. I-5 Cooridor Agreement origionally on covered portions of California, Oregon, and Washington but was rapidly expanded by the national leadership to include a third of the United States. Congressman Henry B Gonzalez caught me on Capitol Hill about 1988 circulating one of my publications and had me introduced to the HUD Inspector General.. This assignment lasted until about 1993 when the Clinton Administration came into power and replaced me with 2 convicted persons who according to press reports were paid $80,000 a year plus expenses..
