After waiting 10 hours in an ER room a Dr. Pamela Anderson a mental health specialist appeared. This is the proposal for a comprehensive city Topic for homeless in response to Mayor Initiatives On Homeless in 2005. The City spent $1 Million on a 42 page type written report full of typographic errors and hand corrections on the needs of the homeless. This presentation was made to the Christian Assistance Ministry/ San Antonio Metropolitan Ministries combined Board of Directors in early 2005.

As most communities move foward with homeless issues into case management; accountablity; and state of the art technology San Antonio still clings to the old doctrine that the world owes the homeless a living typical of the Democratic Party doctine of the 1980's. The SAMM Shelter has long term serious management problems even though it is only required to pay a $1.00 a year for leasing the city owned property and banks millions a year from various sources. Why San Antonio can't have a shelter which gets Presidental Citations for excellence like other cities remains a great mystery.

What does it costs to support a homeless client for 1 year? This rough generic estimate is based on public information about the SAMM Shelter in San Antonio, Texas. The SAMM receives $7,000,000 to support an estimated 300 clients each year at a costs of about $24,000 per person per year:

1. $3,600,0002003 a year in donations according to Charity Navigator

2. $400,000 Actual cost of Land if we have to pay for the land more than the $1.00 a year the city leases the property to us for let's say $400,000

3. $1,000,000 would cover the food donated if we had to pay for it and the costs of meals we provide

4. $1,000,000 would cover the cost of volunteer labor and church labor the SAMM requires to operate each year if we had to pay wages

5. $1,000,000 a year might begin to approach the costs of the onsight Medical Clinic; staff;... we provide for clients.

I wanted to thank you for forwarding more request for charity from CAM and SAMM organizations with as you can see from the enclosure assets in excess of $11 million dollars. These nice folks have already receive a free Topicplan proposal and apparently don't want to hire a or pay contractor or mechanic or Urban Planning Firm to set up operational programs for their shelter system. This is a list of what I don't have and would probally require to do what they need:

1. Weekly housing at Hometel or other motel/hotel. (About $160 week)(It is not possible to do this work living in a shelter)

2. 2 meals a day at Bill Miller's $90.00 a week.

3. Monthly bus pass and probally $20 a week for personal expenses.

4. Access to a computer and back up computer and color printer

5. Occassional services of a professional printing firm to handle special print jobs.

6. Occasional access to special equipment such as scanner or digital camera.

7. A backup or support person to supervise and understand work in unlikely event I die or wind up in hospital-someone has to be able to carry on. (Defined as Alan Hartman)

8. A clear concise and exact idea of what the customer wants and needs so I don't waste your time and money.

9. 2 letters addressed to SAMM and Ed Cross mailed several weeks ago remain unanswered.

10. Medical clinic is declining to fill prescriptions.

11. No answers to email inquiries.

12. The last shelter manager at SAMM-Glen who from 1995-2000 took care of business was let go.

13. Based on previous experience the organization has no real interest in addressing issues and problems associated with shelter.

While making several CR-Rom it was noted that the file manager indicated 3041 files and the Norton antivirus program found the disc has 3044 files or 3 files more than are supposed to exist. An extensive of Audit zip disc 1/6/2005 finds that file manager show each disc has 3136 files while North Anti Virus has 3035 files. A discrepency of 1 file. The computer lab manager at University of Incarnate Word explained that files could be hidden or system files such as thumbs.db.
