Jurisdictional Statement
1. Question on the constitutionality of US statutes are typically heard before the United States District Court pursuant to Title 28 USC 1331 Federal Question and questions regarding proposed amendments of Title 42 USC Chapter 7 Social Security Act are reserved to the US House Ways and Means Committee and US Senate Select Committee on Aging:

Exhibit A: In 1997 the Honorable US District Court Judge Fred Biery in Western District of Texas rules in Walters v Miller SA-cv-1313 and Walters V Apfel A:99CA0156SS USDC, WDT the Honorable USDC Judge Sam Sparks presiding that the Social Security Administration & State of Texas have no statutory authority to speak to Chris Walters until the Commissioner has concluded his final review pursuant to Title 42 USC 405(G)(H) Judicial Review with an appeal being denied by 5th US Circuit Court of Appeals 99-50174 the Honorable Reavley, Politz, and Jolly, Circuit Judges Presiding.

3. The Court cited the provisions of Title 42 USC 405(g)(H9 Judicial Review that the parties are only allowed to communicate through SSI Application, initiate determination, reconsideration, Administrative Law Review, Appeals Counsel, final determination of Social Security Commissioner and if required a review before a United States District Court and the US Supreme Court has declined to review the 5th Circuit ruling twice.

Exhibit B: In 2007 the Commissioner of Social Security Administration Michael Asture made a statement of fact and law that Chris Walters is disabled closing the civil action Walters v Asture Case # 1:07- cv-000257 JCH-RLP in USDC, New Mexico before the Honorable Judge Judith Herrera by informal agreement of the parties docket #6,7, &11.

5. Exhibit C: Challenges to the Commissioner's ruling or request for additional discussions were Quashed as Cited in the enclosed Exhibits in 2008 in Walters v Asture #C080380 the Honorable Judge Robert Hayes Scott being sustained the 10th US Circuit Court of Appeals CV-08-294.

Exhibit D: In 2009 the State of North Carolina Department of Health and Human Services elected terminate Chris Walters SSI and Medicaid benefits without the permission of the Social Security Commissioner or the required review by a USDC-the ruling of the US Circuit Court Of Appeals in District of Columbia (Walters v Asture 1: CV-09-000956 UNA) quashing further discussion is appended. The United States Supreme Court has ruled that citizens are entitled to attend and participate in review as a matter of due process or at the federal level the equal protection of the law:

Without Required Federal Court Review
1. In April, 2012 Chris Walters was treated by deep vein thrombosis at BSA Hospital in Amarillo, Texas and the hospital staff applied for Medicaid benefits since Chris Walters receives SSI and it was later determined the State of Texas declined to issue the benefits as required by law.

2. Exhibit E: Chris Walters made an emergency move to Greensboro, NC where Social Security Administration issued a verification letter May 8th 2012 and officials in North Carolina refused to issue Medicaid benefits.

3. In an Amicus Curiea on the constitutionality of Social Security Act styled Chris Walters v Michael Asture, US Senator Patrick Leahy, and US Senate Whitehouse 1:12-cv-00624-UA-LPA filed in USDC, Middle District of Carolina Chris Walters had to withdraw the civil action to make an emergency move to Pinnacle Health Systems in Harrisburg, PA and was hospitalized for 8 days and successfully treated for deep vein thrombosis and discharged in July, 2012.

4. The question as to weather the several Committees of Congress could or would defend the constitutionality of the Social Security Act through Committee action from 3rd party tampering was filed in the United States District Court in Montana as Walters v Leahy, OConnor, Levin 9:12-cv-00184-DLC-JCL the Honorable US Magistrate Jeremiah Lynch presiding

5. As the USDC Montana Court cited and in it’s Order Docket #19 based Chris Walters motion to withdraw Complaint none of the Congressional Committees even put in an informal appearance and appear as the Honorable Commissioner of Social Security cited in the press recently to not care in the least.

6. Exhibit F: Chris Walters was able to move to Spokane Washington and Social Worker Betty Voss and Washington DSHS refused to issue Medicaid as required by law required Chris Walters to travel to Oregon to receive critical medical treatment as docketed in Walters V Union Gospel Mission in USDC Eastern District of Washington 2:12-cv-00674-TOR the Honorable Timothy Rice presiding Docket #6,7, approved by Order of the Court Docket #8.

7. The question asked by the Union Gospel Mission and DSHS employee Brenda Voss is a demanded access to Chris Walters bank statements for several months without any apparent legal standing to substantiate such a request or review or permission from the Social Security Commissioner to speak. Chris Walters has been noted by the Honorable USDC Eastern District of Washington Civil Case: NO CV-12-674-TOR as being on leave of medical absence a courtesy copy being provided to Social Security Docket #6 & 7.

8. On or about February 13th, 2013 Social Security representatives spoke to Chris Walters by phone on and denied a request for change of Address to Amarillo, Texas because the SSA employee state she could not verify Chris Walters former Spokane residence; Notice of leave of Absence docket #6 filed in USDC, EDW and authorized by Court or discuss the matter apparently intending to suspend Chris Walters SSI benefits as of March 1st, 2013. 9. On arriving in Amarillo, Texas in February 2013 Chris Walters was able to receive services at the Regency Health Network and receive at least partial medication .
A Question of Challenge to Federal Rules of Civil Procedure and
1st Amendment Separation of Church and State
1. The Court is asked to consider that Chris Walters is not a member of the Federal Bar and not entitled to vend, dispense, or practice law without the expressed permission of a Judge or Magistrate.

2. The Court is asked to consider that numerous request from 3rd parties to discuss social security matters with persons such as Benda Voss or the Union Gospel Mission who are also not qualified members of the Federal Bar challenges the Federal Rules of Civil Procedure if not Title 18 USC 402 Contempt.

3. Exactly how a church such as the Union Gospel Mission expects to practice federal law over the express and direct Orders from 3 US Circuit Courts of Appeals and 2 letters from the US Supreme Court prohibiting further discussion of without violating 1st Amendment requirements of separation of church/state remains a great mystery and question?

A Question of Denial of Right To Due Process and Equal Protection of
the Law As Required by Title 42 USC 405(g)(H) Judicial Review
1. The Honorable United States District Court is asked if refusal to issue Medicaid and benefits by the Social Security Commissioner and the several states as required by ORDERS of several Courts without judicial Review Title 42 USC 405(g)(H) Judicial Review has rendered Title 7 Chapter 42 Social Security Act unconstitutional as challenging the rights of Chris Walters and other persons the due process and equal protection of a hearing before a US District Court as required by law as suggested by precedents of the US Supreme Court on fair hearings?

2. The Honorable US District Court might further consider the arbitrary and discriminatory manner that denial of service occurs appears to challenge Chris Walters rights to the life, liberty and pursuant of happiness and more closely resembles a contract killing than a federal agency providing services required by law.
A Question of Violation of Separation Of Powers
1. The Honorable US District Court might ask what right a mere federal agency has to ignore or attempt to Quash the ruling of any federal US District Court much less the rulings of 3 US Circuit Courts of Appeals. The Court is asked to consider the construction and administration of the Social Security Act as being so fundamentally defective that it violates the separation of powers so as to over rule the Court system.
Discussion On The Merits
Since the Honorable USDC, WDT ruling in 1997 and 1999 that there are only 6 times and places where the Social Security Administration and Chris Walters can communicate we have acquired hundreds of jonders, and 3rd party pleaders on at about 281 Megabytes of Data on CD-Rom which Chris Walters will seek to have the Honorable US District Court admit as a Discovery Document. Chris Walters believes and will ask the Court to consider that these extraneous and unauthorized events involving 3rd party tampering vastly increase the cost of operating the Social Security & Medicaid programs and have caused Chris Walters to expend over $39,000 in unrecoverable costs since 2007 when the case was closed in New Mexico.

One 3rd party of interest a Dain Kunzler of San Antonio demanded to appears in Walters V Asture, Friendship Case 1:11-cv-000359-LMB and after being denied permission by the Court engaged in extensive threat to have Chris Walters kidnapped from the Kindred Skilled Nursing facility in Boise, Idaho as he explained in extensive emails; and threatened the staff of the facility to have Chris Walters run out of Idaho. While engaged in these terrorist activities Mr. Kunzler refers to himself as a substantial donor to the Republican party who viewed the Bar of Justice as his bought bitch. No challenges to these activities are known to exist by either the US Attorney in Idaho, the USDC, nor the Social Security Administration.

The constitutionality of the Social Security Act is being drawn into question where the evidence suggest that program is occasionally engaged in attempted killing of Chris Walters with a calculated attempt to cause the death or serious injury of the client by obstructing treatment for medical conditions including blood clots; denial of treatment for sleep apnea and other conditions.

The Court might consider the merits of Chris Walters argument that the Social Security Administration appears to be a professional victim and unable to unwilling to defend itself from 3rd party abuse and tampering; which appear attempted precedents to amend the law which should be addressed to Congress.
Relief Sought By From The US District Court
If the Honorable US District Court finds the question to have merit the Plaintiff Chris Walters might pray for the United States District Court to issue an ORDER and Finding that the Title 42 Chapter 7 Social Security Act and Medicaid program are unconstitutional.

If the Honorable US District Court finds the questions have merit but finds a better resolution that better serves the cause of Justice the Court is asked to bring the possible resolution to Bar.

1. Title 18 USC 402 Contempt might include practicing, vending, or dispensing federal law without license or actual contempt of Court

2. Title 18 USC 1509 Obstruction of Court ORDER; Whoever, by threats or force, willfully prevents, obstructs, impedes, or interferes with, or willfully attempts to prevent, obstruct, impede, or interfere with, the due exercise of rights or the performance of duties under any order, judgment, or decree of a court of the United States, shall be fined under this title or imprisoned not more than one year, or both. No injunctive or other civil relief against the conduct made criminal by this section shall be denied on the ground that such conduct is a crime

3. Title 18 USC 913 Impersonator Making Arrest Whoever falsely represents himself to be an officer, agent, or employee of the United States, and in such assumed character arrests or detains any person or in any manner searches the person, buildings, or other property of any person, shall be fined under this title or imprisoned not more than three years, or both.

4. Title 18 USC 371 Conspiracy to Committ an Offense To defraud the United States If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to effect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both. If, however, the offense, the commission of which is the object of the conspiracy, is a misdemeanor only, the punishment for such conspiracy shall not exceed the maximum punishment provided for such misdemeanor.

5. Title 18 USC 1701 Obstruction of Mail Generally Whoever takes any letter, postal card, or package out of any post office or any authorized depository for mail matter, or from any letter or mail carrier, or which has been in any post office or authorized depository, or in the custody of any letter or mail carrier, before it has been delivered to the person to whom it was directed, with design to obstruct the correspondence, or to pry into the business or secrets of another, or opens, secretes, embezzles, or destroys the same, shall be fined under this title or imprisoned not more than five years, or both.

7. Title 18 USC 1512 Tampering with a witness, victim, or an informant ( (b) Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or attempts to do so, or engages in misleading conduct toward another person, with intent to— (1) influence, delay, or prevent the testimony of any person in an official proceeding; (2) cause or induce any person to— (A) withhold testimony, or withhold a record, document, or other object, from an official proceeding; (B) alter, destroy, mutilate, or conceal an object with intent to impair the object’s integrity or availability for use in an official proceeding; (C) evade legal process summoning that person to appear as a witness, or to produce a record, document, or other object, in an official proceeding; or (D) be absent from an official proceeding to which such person has been summoned by legal process; or shall be fined under this title or imprisoned not more than 20 years, or both.

7. Deprivation of rights under color of law Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death.
Title 18 USC 1505 Obstruction of proceedings before departments, agencies, and committees concerns acts such as Contempt of Congress while Chapter 115-Treason, Sedition, and Subversive Activities what appears to be a large number of 3rd party casualties appear to have gone to meet Jesus while trying to explain to those who run they country they merited no respect.

ALBUQUERQUE (KRQE) - A retiring FBI agent in the thick of investigating and prosecuting public officials said Tuesday New Mexico may be the most corrupt state in the nation. New Mexico has a long list of corrupt politicians, and the list could be growing. High-profile political figures and associates have been convicted, and ongoing investigations are making frequent headlines. Many of those cases began with FBI agents in Albuquerque.

"It's our No. 1 criminal program," Thomas McClenaghan, special agent in charge of the FBI Albuquerque field office, said. Corruption scandals that took down former state Sen. Manny Aragin, once considered the most powerful politician in the Senate. Former State Treasurer Robert Vigil, his predecessor and a long list of criminal accomplices have been convicted or cut plea deals in federal court.

McClenaghan will lead Albuquerque's team of FBI agents only through the end of the week. He retires on Friday. "From what we've seen here, corruption in this state is epidemic," he told KRQE News 13. "It is at all levels of government." New Mexico is not alone, of course. Illinois Gov. Rod Blagojevich is at the center of a federal investigation that had him arrested late last year. At the time Special Agent In Charge Rob Grant of the Chicago FBI field office had little good to say about how Illinois does political business. "If it isn't the most corrupt state in the United States, it is certainly one hell of a competitor," Grant said.

McClenaghan's take? "All I can say is Special Agent In Charge Rob Grant never worked in New Mexico." That's a strong statement from a man who's made it a point to pursue political corruption aggressively. When his agents went after Vigil, then the sitting state treasurer, undercover video showed a California financial consultant who was cooperating with the FBI handing him $10,000 in cash. At Vigil's first trial jurors couldn't decide whether he was guilty or not, and ultimately the evidence was not enough to convict him on 23 counts of racketeering, conspiracy and extortion. However Vigil was eventually convicted on one count of attempted extortion in 2006.
