I am using the US Govt Deposity at Gonzaga to do my research and for some unknown reason have students from the school following me into the Rescue Mission; making vague threats; stalking quickly expanded to 2 other neary colleges campus with one individual pulling a knife on me at a college bus stop. Police Chief Frank Straub Jr a recent import from Notre Dame was sacked for conduct unbecoming an officer and complaints from his own staff. This file reviews an attempt to kill the client occuring in Spokane, WA in 2013 by denial of prescrption medication for Xarelto to prevent blood clots.

In 2012 The City of Medford Finance Committee voted to defund DASIL dayroom for disabiled person of $18,000 a year in community block grant funds which the organization has received for last 5 years.

These folks can't run their state worth a darn but when it comes to being queer and using dope they are right on the mark.

This is a rather modernistic city with a nice quality of living which I inherited through default and tried to get my medical work done. The large demand for medical services; long wait for assisted living facilities; and lack of qualified medical doctors make it a hard place to get much accomplished.

The deter SSI applicants who might normally access assisted living and group homes the State has created a 2 tier level of review which requires additional reviews of the clients medical condition and is a clever way to prevent clients from accessing resources.

We have a dorm for 65 and older, or unable to get into top bunks, but it is not a recovery bed. The time table of the mission is still enforced, you cannot be in bed from roughly 5:00am to until after chapel at roughly 8:00pm. You need to be able to care your needs including hygiene. We serve, 3 hot meals, showers daily, beds which are first come first serve, with some modification to provide accommodation documented special needs for a fixed period of time on a case by case basis. There are 350 -500 men here nightly and every meal.

Campus for Human Development (note below) is another service ministry, close to the Rescue Mission that has respite beds for hospital recovery that, I think, are available from 1 wk to 30 days ( I am not sure). After that you could make plans to be at the mission. Room at the Inn except for special veterans, A&D rehab, and some mental illness beds is not a permanent rooming situation.

We have never heard of a US District Court Judge over ruling another USDC in another Circuit, overruling standing ORDERS of several US Circuit Courts of Appeals and holding proceeding where there are not 2 parties present. The ORDER of Supreme Court Justice Parker (Docket #11) ignores the fact the Complaint had already been withdrawn (Docket #10) because it was already resolved in the 5th US Circuit Court of Appeals (USDC No. 2:13-CV-25) Could your Committees find out when Supreme Court Justice James Parker was voted into the High Court? NOW COMES THE Appellant Pro Se Chris Walters before the Honorable 10th US Circuit Court Of Appeals in this Motion For Reconsideration to wit:

1. As the lower court has pointed out the Commissioner of Social Security has been named in possibly as many as 50 civil actions since 2007 and has successfully defended the SSA sovereign rights (not Chris Walters rights) to have any additional legal discussions reserved to a time and place of the SSA legal Counsel’s determination pursuant to Title 42 USC 405 Judicial Review.

2. Exhibit A: The question of law which both the lower court and this Court are attempting to adjudicate have already been ruled meritorious in USDC, Northern District of Texas and the Commissioner has long, long time ago removed the suspension of Chris Walters SSI benefits and been reviewed up to and approved for final disposition by the 5th US Circuit Court of Appeals.

3. Exhibit B: The US Supreme Court letter has cited for the 3rd time it has found no basis in fact or law to permit any activities in this SSI claim not authorized by the Commissioner’s legal staff by filing in a US District Court and it is important to remember the Commissioner has not even been issued a Summons to appear at Bar in this case.

Chris Walters wishes to thank the Court for it’s time and efforts. It is not clear if Chris Walters did not adequately bring these fact forward or if they were one of the items dismissed by the Clerk’s office earlier. The Appellant’s concern here is to make sure we don’t have some miscommunication where the Court is not aware the issue at law has long since been ruled on; the Commissioner acted as a matter of fact and law to resolve the issue; and we don’t have to appear before the Supreme Court and have someone explain why we are challenging their previous instructions and standing ORDERS of 4 other US Circuit Courts of Appeals.

(1) No person in the state shall be placed in legal jeopardy of any kind whatsoever for protecting by any reasonable means necessary, himself or herself, his or her family, or his or her real or personal property, or for coming to the aid of another who is in imminent danger of or the victim of assault, robbery, kidnapping, arson, burglary, rape, murder, or any other violent crime as defined in RCW 9.94A.030.

(2) When a person charged with a crime listed in subsection (1) of this section is found not guilty by reason of self-defense, the state of Washington shall reimburse the defendant for all reasonable costs, including loss of time, legal fees incurred, and other expenses involved in his or her defense. This reimbursement is not an independent cause of action. To award these reasonable costs the trier of fact must find that the defendant's claim of self-defense was sustained by a preponderance of the evidence. If the trier of fact makes a determination of self-defense, the judge shall determine the amount of the award.

(3) Notwithstanding a finding that a defendant's actions were justified by self-defense, if the trier of fact also determines that the defendant was engaged in criminal conduct substantially related to the events giving rise to the charges filed against the defendant the judge may deny or reduce the amount of the award. In determining the amount of the award, the judge shall also consider the seriousness of the initial criminal conduct.

Nothing in this section precludes the legislature from using the sundry claims process to grant an award where none was granted under this section or to grant a higher award than one granted under this section.

(4) Whenever the issue of self-defense under this section is decided by a judge, the judge shall consider the same questions as must be answered in the special verdict under subsection (4) [(5)] of this section.

(5) Whenever the issue of self-defense under this section has been submitted to a jury, and the jury has found the defendant not guilty, the court shall instruct the jury to return a special verdict in substantially the following form:

I wanted to write to you and acknowledge your letter of December 13th, 2012 and bring you up to date on my meeting with the Detectives of the Spokane Police Department. I will briefly describe the SCC College Student who confronted me on SCC property last Saturday about 4 PM who is in his early 20's about maybe 150 pounds; wears a gray jacked with blue cap.

If I remember correctly I was leaving the Media Center about 4PM to catch the bus and the person followed me out of the library building. When I got to the bus bench he put his hand in his pocket on a possible weapon and said "how you doing bitch"and indicated he wanted to fight. The person did not appear intoxicated but was barely able to stand probably from drug use. So I asked the person if I was going to have to spray mace in his face and explained it was going to hurt a whole bunch.

After a period of time he asked if I had a phone he could use-sorry I don't have a phone; then he wanted an asprin; and then wanted to know when the bus was coming. When the bus came he stumbled on board and fell alseep in the front left seat. As great fortune would have it the bus is equipped with survillence cameras and somone should be able to get a picture of the person in question.

Your letter of December 13th, 2012 explains your organization is very concerned about the safety and security students. While visting your media center I witnessed quite a few events going on the the media center which would suggest your not anywhere concerned enought about campus security as you should be. Out of concern for the privacy rights of your organization I will not elaborate further in this public letter.

One of the detectives asked me if I knew what the word Barrity means and suggested I look it up. I was recently in Missoula Montana interacting with a non profit which hires primarily college students from Montana State University. One of the students got very agressive in trying to stick his nose in my business and I was unable to deter him. Barrity is a Contempt Citation filed with the USDC pursuant to Title 18 USC 402 Contempt which the college student subsequent acknowledge he had been sanctioned and would quit speaking.

The Detectives wanted to know what I was doing at Gonzage University Library 12-5-2012. I had prepared a legal brief for the USDC, Montana asking to have the contempt citation against the college student in Montana withdrawn. As your campus does not have visitor printing capabilities I had to print the legal brief concerining the Montana Student at Gonzaga University. Your letter states "you authored a letter that threatened the life of unnamed students at Spokane Community College; there is no letter because I don't have access to a printer. I checked PACER federal Court online system yesterday and can find no record of the alleged threatening communication being filed with the clerk.

As you can see I have access to another computer (with a printer) and as the police department concurred with me 100% I am happy to report I did not have to main, beat, or kill one of the misfits enrolled in your institution and explain why to their parents. If you get off your dead ass and spent half as much time looking for the dope head with the knife on your campus as you spent harassing me you might prevent the person from stabbing someone on your campus.
