It is the job of local,state, and federal prosecutors to enforce and prosecute all laws with fairness and equity and not deny any person the equal protection of the law (14th and 5th Amendments. This Link Washington State has a long history of organized and criminal activities throughout the eastern part of the State

The letter below asked Washington DSHS and the medical providers to reset medical appointments in April,2006 to continue the medical contract. The refusal to reset the appointment probally reflects the knowledge that the medical testing will be expensive and any corrective surgery will cost a fortune. I could only guess that Washington DSHS intends to let Social Security put me on medicare and pay for any medical work.

Jesus was apparently unhappy about my medical work done in Oregon and decided to obstruct or throw away a certified document to Washington State DSHS 7005 1820 0000 1669 7819 mailed from San Antonio,TX 3/02/06. We notified our client Chris Walters his food stamp benefits would end 4-30-2006 and cut them off a month early because our staff needs money to support our drug habit.

I was in North Carolina from Feburary, 2006 until July, 2006 and after filing an appeal to ORDER and finding of Judge Herbert (April 30, 2006) with Appeals Council returned to Seattle, WA on Greyhound bus provided by Centenary United Methodist Church

I wanted to thank your the Belltown DSHS staff for your ongoing excellent assistance in a GAU question and very complex associated Social Security claim for Christopher A Walters (261-90-6357) and request a Fair Hearing based on written record only. The Social Security Administration has secured federal Court Orders which permit it to process this Social Security claim without medical documentation apparently in a failed attempt to request the Congress to Amend the Hallex Rules of Evidence and Title 42 Sec 423 (d)(5)(b)Disability Determinations which reads:

"In making any determination with respect to whether an individual is under a disability or continues to be under a disability, the Commissioner of Social Security shall consider all evidence available in such individuals case record, and shall develop a complete medical history of at least the preceding twelve months for any case in which a determination is made that the individual is not under a disability. In making any determination the Commissioner of Social Security shall make every reasonable effort to obtain from the individuals treating physician (or other treating health care provider) all medical evidence, including diagnostic tests, necessary in order to properly make such determination, prior to evaluating medical evidence obtained from any other source on a consultative basis."

Universal Declaration of Human Rights 1948 Article 8 Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law. Article 25 Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control. International Covenant Economic, Social and Cultural Rights Article 9 The States Parties to the present Covenant recognize the right of everyone to social security, including social insurance. Article 12. The States Parties to the present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health... d) The creation of conditions which would assure to all medical service and medical attention in the event of sickness. International Covenant Civil and Political Rights Article 12. Everyone lawfully within the territory of a State shall, within that territory, have the right to liberty of movement and freedom to choose his residence. Article 14 b.. All persons shall be equal before the courts and tribunals. In the determination of any criminal charge against him, or of his rights and obligations in a suit at law, everyone shall be entitled to a fair and public hearing by a competent, independent and impartial tribunal established by law....

As the US Supreme Court ruled in Terry Schindler Schiavo V Michael Schiavo the patient Chris Walters is the final authority in deciding what medical can or should be done. Most of the information provided to Chris Walters over the last decade suggest the costs to the public and private sector to support Chris Walters highly treatable disabilities is about $500.000 loss. The US Government reportedly spends $50 Billion a year or $50,000 a person per year to support each homeless person. Can we could look through the body of evidence and somehow believe that either DSHS or the medical authorities are interested in actually doing the medical work in question or as the Washington State Audit suggsted in a recent report getting indicted by a federal grand jury?

Dr. Eric Strandberg's report of 10-25-2006 plainly states Chris Walters is expected to be disabled for at least 12 months after the diagnostic work has begun. All of the disability reports DSHS might request are as Dr. Strandberg inadequate and subjective because they fail to preform the determining medical test he has outlined. If Washington DSHS is interested in moving forward with treatment-don't send an email or letter turn-on the benefits card. If not simply keep on working and paying those taxes because the federal court review of Social Security case will take years and don't expect the Federal Court to approve repayment of thousands of dollars in medicare repayments for treatment DSHS approved but failed to provide.

3. Dr. Shane Dunaway of Seamar Clinic in Vancouver, WA (360) 896-5128 agrees to be Chris Walters Primary Care Phyisican and refuses to speak to Chris Walters, schedule a follow up exam; or make additional appointments which ignoring Chris Walters faxes; mail; and even email request for appointment

4. Dr. Jose Pinon Family Physicians Group 360-735-8100 suggest the colon problems might be caused by recurrent infections and suggested follow up exams and testing.

5. Dr. Shaun Harper Cascade Heart (360) 256-2640 does an echo cardiogram which is believed to be technically inaccurate because part of the heart is missing (The patient is not dead).

6. PA Mike Fitch Family Care & Urgent Medical Clinics acting as Primary Care Physician (360) 253-2822 explains DSHS called him up and fired him because Chris Walters was getting his medical work done.

7. Dr. Robert Canon who holds Chris Walters mail in Austin Texas explains Chris Walters has a favorable ruling from the Appeals Council (12-29-2005) however he won't send or fax it-Chris Walters has to travel 2,000 miles to pick it up in person

8. San Antonio Attorney Tom Moseley who is supposed to represent Chris Walters at an Appeals Hearing explains he has not in 6 months bothered to secure any of Chris Walters medical records and is fired

9. San Antonio Administrative Law Judge William Herbert needs to fix the venue in San Antonio and begins delivering Chris Walters mail to an acquitance Mr. Alan Hartman who routinely opens and reads mail.

10. Honorable David R. Wurm Chief Administrative Law Judge ignores a letter 2-12-2006 from Chris Walters that he is a legal resident of Oregon or Washington and ignores a request to move the claim to Portland, Oregon which also covers Southern Washington State

11. Given the extraordinary circumstances Chris Walters finds 2 doctors in San Antonio, Texas who will do the medical work requested by Dr. Eric Strandberg however DSHS explains they will not pay for the test they require.

12. The Social Security Administration goes on ahead and schedules a hearing in San Antonio, Texas ignoring the fact Chris Walters has left the state and the ORDER AND FINDING By Judge Williams Herbert ruling of April 20th, 2006 cites none of Chris Walters 160 doctors nor work by DSHS which has been impeached from the proceedings and fails to complete the record as requested by the Appeals Council.

13. Exactly how Judge Herbert could determine that Chris Walters has loss of bowel control caused by "Chronic infections" is not apparent and other questions were resubmitted to the Appeals Council

14. A large portion of Judge Herbert's Decision snivels about officials getting their behinds spanked or threatened by US Senate Aging Committee when they learned San Antonio officials decided to write their own federal code without checking with Congress and asking Chris Walters to plead guilty to some vague and mysterious criminal activities (which don't exist) and will probally be over rules by the Appeal filed with the Appeals Council again.

15. A certified letter explaining the situation to DSHS which was mailed 7005 1820 0000 1669 7819 mailed from San Antonio,TX 3/02/06 disappeared and UPS shows it was never delivered.

16. Upon returning to Washington State Dr. Chang of Bellingham, WA explained previous records of Chris Walters 2002 visit to his clinic and the disability determation by Dr. Mark Cieniawski MD of Care Medical Groups of 7/27/01 is missing having apparently been destoyied or lost.

17. Dr. Bomberger of Seattle, WA and the Harborview Medical Clinic explained they wish actively participate in Chris Walters medical treatment; do extensive test for possible colon infections; establish a primary care phyisician and follow through with Dr. Eric Strandberg treatment however lack any means to do the colonoscopy or medical coupons to pay for the work.

18. The decade of frauds, hoaxes, and shams involving Social Security issues is 43 megsbytes on CD-Rom which DSHS officials explain they cannot accept or use although both the Appeals Council and Administrative Law Judge accept and used CD-Roms and certainly the US House Committee on Judiciary and US Senate Aging Committee have all this information on CD-Rom and are obviously looking right over your shoulder.
