In September 2011 the Boise Rescue Mission is making a determined effort to put the grabs on my Social Security check or be denied services for life. The action filed in USDC, ID ask to have the Federal non profit law declared unconstitutional statutes unconstitutional based on seperation of church/state.

Traveling from Harrisburg, PA to Seattle, WA on greyhound and have to get off of bus because of blood clots in legs.

1. I am asking for medical treatment for blood clots in legs and the emergency room doctor is indicating they can't be bothered to treat the condition.

2. The hospital staff is actually trying to send me to the local rescue mission by cab to the shelter can benefit from my doing free work for them

Dr. Parker does excellent treatment and work up on DVT left leg which is blocking 2 veins. Since I have medicaid and doctor in Idaho the hospital recommends I move to Boise and provides bus ticket. Also Prescribes nightly treatment of Oxygen. Medical staff here lied to me and explained there are no medicaid supported assisted living facilities in Washington State and instead wanted to send me to to Idaho where I have an open medicaid case. *** Advanced Medical Directive will not let doctor balance Coumadin on outpatient basis. If it can't be completed in hospital it won't be done at home.

The family of legal actions styled Walters V Social Security...have been closed for 20 years from futher adjudication. The Commissioners Final Determination of 2007 was an out of court settlement which cannot be appealed, modified. or amended The several US Circuit Courts of Appeals and US Supreme Court have declined to permit the matter to be brought up for additional review.

Having failed for 3 years to get me to agree to place my SSI check into a conservatorship the Mission staff is explaining I can no longer receive services at their facilities and other locations throughout the Pacific Northwest

NOW COMES THE Appellant Chris Walters to the honorable US District Court of Idaho this Motion to Withdraw Complaint at the ORDER of the Court dated July 5th, 2011 (DKT8) to wit:

Since the civil war the United States has maintained the statutory authority and exercised the legal right to summarily execute public and private persons engaged in sedition, insurrection, or treason against the United States. It seems plausible that possible future challenges to the Rule of Law and ORDERS of the numerous Courts closing the conversation by unrecognized 3rd parties might be considered challenges to the ability or disability of the various Judges.

Title 28 USCS 372. Retirement for disability; substitute judge on failure to retire; judicial discipline appears ideally suited to remove such challenges reviewed by the Circuit Executive of the US Circuit Court of Appeals. Public or private 3rd parties who are not recognized as parties of interest can if they so wish appear and give the finger to the bar of justice in person and question the fitness of various Judges to issue rulings; ORDERS; and exercise their judicial duties.

The US Circuit Court of Appeals in considering the matter can decide if the various 3rd parties are engaged in sedition, insurrection, and if they should be summarily executed; knee capped; pistol whipped by a US Marshal or otherwise sanctioned.

� The city of Boise could see its tab for losing a lawsuit over housing for the homeless climb from $1 million to nearly $3 million once attorneys' fees and costs are added.

A federal jury ordered the city to pay $1 million to Community House in September, after finding that the city discriminated against homeless women and children and retaliated against the organization when board members complained. Now the attorneys that represented Community House in the lawsuit are asking that their client be compensated for fees and costs � which they say total nearly $1.9 million.

Under federal law, the winner of a lawsuit can generally seek to recover attorney's fees and costs from the losing side. The fees and costs have to be approved by a judge and they can be appealed, just like the verdict itself. But they can substantially raise the financial stakes for the losing party. Attorneys for the city, meanwhile, have asked U.S. District Judge Candy Dale to issue a judgment notwithstanding the verdict � a legal move in which a judge can set aside a jury's finding and issue a new verdict � or to hold a new trial.

In the city's motion filed Wednesday, the city contends that the judge made mistakes during the trial and that the verdict wasn't supported by the evidence presented in the case. In Community House's motion for attorney's fees and other supporting documents, also filed Wednesday, attorney Howard Belodoff said that he and several other attorneys and staffers with Idaho Legal Aid Services worked on the case over the past seven years. "Given the complexity and difficulty of the issues, the appeals, the defenses raised by Defendants, the length of time it took before a jury heard the case and contingent nature of the case, few if any attorneys would have considered representing the plaintiffs who had no resources to compensate counsel or pay the costs,"

Belodoff wrote in a court document. Community House and the city of Boise worked together in the 1990s to build and run a homeless shelter and soup kitchen, funded largely through federal grants and private donations. But over time, the relationship began to unravel, and in 2003 the city began looking for a new organization to run the shelter. When Community House officials learned the city planned to partner with the Boise Rescue Mission � which houses only men � Community House filed a complaint under the Fair Housing Act contending that the move amounted to discrimination against the homeless women and children currently living there because it would leave them with no place to go. The city of Boise officially entered into a lease-and-purchase agreement with the Boise Rescue Mission in 2005, passing an ordinance to make it a shelter for men only.

Community House then sued in federal court, bringing a number of claims including discrimination and retaliation. The city strongly denied those claims and the lawsuit eventually went to trial in August. After 11 days of testimony and arguments, the federal jury sided with Community House, finding the city violated the state constitution, discriminated against homeless women and children and retaliated against Community House. The jury awarded the organization $1 million, which Belodoff said would be used to house and provide for homeless families, women and children. After the verdict was announced, Boise city spokesman Adam Park released a prepared statement in which the city again denied any discrimination and said the $1 million award was without basis. The statement went on to note that even if the city were to fail in its efforts to overturn and reduce the damages, that amount would likely be covered by the city's insurance policy and not come out of taxpayer funds.

1. Dr. Hightower and Social Worker were trying to figure out why Diamond Terrace Assisted living facility failed to pick me up at 10AM on Friday.

2. They admitted the hospital had put the Boise Rescue Mission in direct contact with the organization

I had stopped by medical records who explained they would mail me a copy of my medical records within 5 days and some the records showed up almost a 3 weeks later.

Diamond View had agreed to pick me up on 13th Street at 10Am on Friday and never showed. Had to return to St. Luke Hospital to have them research problem.

These two doctors performed an emergency colonoscopy at St. Alphonsus Hospital in Boise, Idaho in September, 2010 and did an excellent job. Aside from doing the work at below normal market value the doctors have been denied payment for their excellent by Idaho Medicaid without any apparent explanation

I am working on my resume and vocational projects for about a week at the Literacy Council when Ms. Johnson explains I can't work on my projects anymore:

Our Purpose: As an outreach program of Corpus Christi House, our goal is to provide one-on-one assistance to any homeless adult or child who has a desire to advance or improve his or her education

When I checked in the staff gave me a bed because I have a partially dislocated hip and took the bed away a day later and have me sleeping on a concrete floor which person without disabilities sleep in beds. Appears to violate provisions of Americans With Disabilities Act.

I was having problems breathing and the staff Lisa on duty refused to call 911 for me to go to hospital. I had to walk to the Fire Department where I was take to St Luke Hospital and given IV with 60 mg of Lassix to get the water off the lungs...

1. The denial of appropriate medical treatment specified in the patients advanced medical directive shown at the borrom of the page or with chronic medical history of life threatening issuesis likely to result in servere injuries or death

a. Patient Rights To Be fully informed by a physician of his or her total health status and to be afforded the opportunity to participate on an immediate and ongoing basis in the total plan of care. (42CFR §483.10(c))

b. Be fully informed in advance about care and treatment and of any changes in care or treatment that may affect the resident. (42 CFR §483.10(c)(2),(4))

c Participate in planning care and treatment or changes in care or treatment unless adjudged incompetent or otherwise found to be incapacitated under State law. (42 C.F.R. §483.10(d)(3), 42 CFR §483.10(c))

d. To receive all information that is material to his or her decision concerning whether to accept or refuse any proposed treatment or procedure. (42 CFR §483.10(c)(5)(6))

*** Advanced Medical Directive Dr. Ian Hall treats water in chest and legs with 60mg IV of Lassix which does some good but not as much as I would have assumed.

Dr. Ruth and his nurse Becky have worked very hard for about 10 days to make referral to Kindread Health-Boise; Skilled Living Facility.

Social Worker Dana is trying to wade through medical paper work to get me into her facility being paid for by Medicaid

I was told an employee of Kindred Health Care was coming to interview me at 2:30PM Tuesday, June 25th, 2011 who never arrived and never called to offer any explanation.

I was told I would be picked up on Wednesday, June 27th, 2011 to be take to facility and received no call or explanation and I had to call to find out what problem was

My doctor and Dana promised their 2nd child to Satan that I would be picked up and taken to the facility at 9AM Thursday, June 28th, 2011 no one showed no one called. Another promise is broken and I am offered a lame story that some catastopher has occured and I can get in Friday....

The management and staff of the facility has made arrangements to pick me up on Saturday, July 2nd, 2011 and take residence in the skilled living facility.

I provided the management with an advanced medical directive and power of attorney document outlining certain needs related to medical treatment.

Friday, July 8th, 2011 had meeting with Social Worker and Amy of Nursing Staff to review long term medical plans and other details of treatment.

I moved into Kindred Transitional Care and Rehabilitation facility in July, 2011 and the organization provides in house doctor and referrals....

This is a referral for sleep study made by Kindred Health Care base on finding by Spokane Dr. Parker that I need to be on Oxygen. On July 29th, 2011 Dr. Rasmus explains I have severe Sleep Apnea and prescribes sleep machine...

I moved into Kindred Transitional Care and Rehabilitation facility in July, 2011 and the organization provides in house doctor and referrals....

While Kindread has an inhouse device for checking INR to prevent OD of Coumadin the staff will not check blood levels except every 3-4 weeks.

During this referral for cardiology exam and workup the Doctor staff doing routine blood work discovered my INC level at 9.1 or in the fatal level-which they communicated to Kindred Health Care.

As Kindred has inhouse testing equipment for doing the blood work it is a mystery as to why the facility declines to do the routine blood work?

This is a referral for blood work to find out why the blood clotting factors are causing long term DVT. July 27th, 2011 Dr. Recommends eating green leafy vegtables and checking Coumadin twice a week

Dear Staff:

As you can see from the attached medical history we have had 10 doctors take 5 years to do simple in office surgery for cancer which was completed by Dr. Donald Steph in 1997; 100 doctors prescribe 100 doses of medication until Dr. Thomas prescribed Vancomycin; 45 doctors took 13 years until Dr. Schmidt did a colonoscopy; diabetes went away when a doctor took me off Lovenox. I recently returned from North Carolina whose state budget dispenses Lovenox and Heparin products like water and was hospitalized 8 times in 6 months at an estimated costs of over $100,000.

While many medical authorities have attempted to treat these conditions only a few have healed or repaired an existing medical problem. Outstanding problems I am attempting to resolve include:

1. $5.00 reward for name or organ which regulates how much water there is the body and finds a way to get rid of the 120 pounds of extra water I now carry.

2. Consultation with Orthopedic surgeon who will hopefully figure out what to do about partially displocated his which impairs movement and contrary to staff medical notes is very painful.

3. Gallbladder surgery which a hospital recommended.

4. Control of chronic MRSA and staff infections by remaining clean; in clean clothes; and in a clean environment.

Dear Facility Administrator:

My contract with Kindred Transitional Care and Rehabilitation signed in early July, 2011 provides that in the matter of a dispute or appeal I can ask for arbitration by a 3rd party. As regards the proposal of medical staff to move me to an assisted living facility on September 1, 2011 and I have asked a 3rd party to act as arbitrator to postpone the move until 10-1-2011 based on:

1. The Orthopedic Team at St. Als will see me August 25th, 2011 to see if I need surgery or some other treatment for chronic hip problems which would simply return me to your facility.

2. In moving I will miss my September SSI and Medicaid payment and possibly have to be suspended again-causing additional litigation.

3. The US Attorney has just filed with USDC that they believe the suspension of my benefits was not legal and may wish to consider a criminal complaint per 28 USC 1915 (e)(2)(b)

1. If anything were to go astray in the proposed move and I was say forced to leave Idaho the Court and USA would seek to assign blame and sanctions on someone.

2. As you can see from the attached Brief I have asked the US District Court to issues a temporary injunction to prevent my moving out of your facility prior 10-1-2011.

3. If the US Attorney and US Magistrate concur they will Quash any objections by Medicaid.

I Plaintiff Chris Walters and am going to withdraw the Complaint in Walters v Asute 11-cv-00359LWB and wanted to thank and commend your staff for providing the relief I had sought in USDC through prompt effort and saved valuable Court and Attorney time.

16. Terrorist Threats: Reports Mr. Kunzler is phone calling threats into Kindred causing concern from facility staff.

17. Docket #20: Kindred requires me to move out of their facility without adequate notice or legal review by Presiding Judge.

18. Because of partially dislocated hip I am a substantial fall risk and the assisted living facility is not equipped to deal with this medical problem.

19. Diabetic Shoes delivered are 2 sizes too small.

20 Heritage Staff being $2,000 a month and is unable to fix television remote.

21 Heritage Assisted Living has many spiders and bed bugs needs exterminator.

22. CPAP Machine has loose hose connection which technician cannot fix.

23. Dr. Timothy Ruth declines to resume as PCP and Heritage staff suggest I should not be seen anyone at St. Luke Hospital in future.

24 Heritage Assisted Living is unable to arrangements for blood test for Coumadin INR and the medical staff is apparently unable to deal with this medical problem.

25. SSI check for month of September, 2011 is $30.00 short and it appears possible Kindred Transitional has money however has not forwarded it to me.

The meeting between myself and Debbie Mills and Social Worker Phillicia on Monday August 29th, 2011 ends with my being compelled to move to an assisted living facility Heritage Woodstone without a month's notification so as to avoid problems associated with the move. I will lose the following benefits

1. My October Medicaid Card for $10.00 is already missing.

2. September, 2011 SSI payment and Medicaid Card will be returned since I will not be in residence on September 3,2011 and will have no money to meed needs in September

3. I will probably miss my September, 8th, 2011 appointment with Sleep Clinic since Heritage 4. I will not have a primary care doctor and will have to find a new one

I had inquired with the intake worker Dana as to wheather I was qualifed too move into the facility in July, 2011 and she explained I was qualified for skilled nursing. My medical condition has not changed since July, 2011 so obviously I am still qualified.

I moved into Heritage Woodstone Assisted living facility 9-1-2011; however was unable to get a doctor to monitor medications to say very long.*** Advanced Medical Directive will not let doctor balance Coumadin on outpatient basis. If it can't be completed in hospital it won't be done at home.

6. If we anticipate a move from your facility in the near future for non medical reasons I have made inquiries with your Salem Oregon Affiliate Sunnyside Care Center 503.370.8284 whose case worker has emailed they will speak to your staff.

7. The person making terrorist threats has not been heard from in about 10 days and is presumed to be no longer a problem or threat.

Dear Diane Harrington:

I wanted to thank your excellent staff and commend your organization on its excellent services in the last 12 days I have resided in your facility. An unforeseen medical problem has occurred which will require me to move to another state for medical reasons. As your staff probably recalls I was recently moved from Kindred Transitional Care to your facility in a very short period of time and did not have time to secure the services of a Primary Care Physician and Dr. Timothy Ruth has declined to continue as PCP.

As your medical staff is aware I am being treated for chronic deep vein thrombosis and taking a highly toxic medication known as Coumadin which has to be maintained at a 2-3 on the INR scale to avoid becoming lethal. A few weeks ago the INR was 9 and then found to be a 5 and the blood level has not been tested in several weeks.

Your excellent medical staff wanted to have the blood work checked last Friday however I will not be able to get a doctor to authorize the test until the 26th, of this month. As I explained to your Nurse Lisa I would normally get around this problem by simply going to the ER to have the test done. Unfortunately as Lisa explained due to some technicality I am not permitted to have the blood work done at the ER.

Given the nature of the problem I am taking an emergency medical leave from your facility with the intent to move to another State officially as of October 1, 2011. I believe this will enable your facility to get paid by Medicaid for this month.

You are looking at part of Exhibit C a United States source document submitted as Evidence and Testimony to the several committees of the United States Congress since 1986. The survey data is occassionally used for creation of federal statutes; considering possible improvements in operation of federal programs; and study of operational field impediments. Title 18 USC 913 Impersonator Making Arrest Whoever falsely represents himself to be an officer, agent, or employee of the United States, and in such assumed character arrests or detains any person or in any manner searches the person, buildings, or other property of any person, shall be fined under this title or imprisoned not more than three years, or both.
