You are looking at part of Exhibit C a United States source document submitted as Evidence and Testimony to the several committees of the United States Congress since 1986. The survey data is occassionally used for creation of federal statutes; considering possible improvements in operation of federal programs; and study of operational field impediments. Because of the Separation of Powers found in US Constitution and various Rules of Congress it not possible to serve summons, subponeas; or other court process on Capitol Hill and persons attempting to can be detained and arrested by Capitol Police or otherwise sanctioned. On Going Failure to Cooperate
With Federal Programs

By this time in 2008 most communities have an extensive city master plan for homeless which requires cooperation between shelter providers and avoids duplication of services. Because this communities base of support is the liberal democratic party the community continues to have a drop and flop type shelter system which has 3 basic shelters in a 10 mile radius and no transitional program-oh well

Most of the so called program proposals are simply request for me to invest my SSI money into programs designed to benefit the local social service programs while receiving little if anything in return

Dear Office Manager:

I have successfully moved from Salem, Oregon to Winston Salem, NC and hope your staff will note my current address. US District Court Instructions For Future Legal Questions

After making a final determination of my SSI claim in the form of a denial the income Commissioner Michael Asture went ahead and provided me my SSI; back pay going back to 2004; and medicade benefits. Since I could not sue the Commissioner for what his office stated I was entitled to the review of the Commissioners Final Determination in USDC was withdrawn as you can see from the enclosure from the USDC New Mexico where the Judge stated the matters were well pleaded.

The 2nd question was also dropped and the 10th US Circuit Court also suggested the matters were closed. The Honorable Judge Judith Herrera ruled that any further legal questions; changes in case status; or whatever could be heard in USDC, District of Columbia pursuant to Title 42 USC 405 (g)(h) Judicial review. If your staff needs copies of the legal matters; case history going back to 1997; or medical records simple send me a letter and I will forward them to your office on CD-Rom.

9-26-2008 Proposed Change
The year is 2008 and the Winston Salem Community still does not have a cohesive homeless master plan. With 3 basic shelters in a 10 mile area there is currently no transitional shelter....

Should Winston Salem
Adopt Guest Program or Closed
Homeless Programs

This brief asks if the City of Winston Salem and social service agencies adopt a homeless master plan designed to be a guest program? As the name suggest Guest Programs don’t refer to the services or their clients as “homeless” but as guest of the community. The “Guest Program” interlocks more of the service structure to provide more extensive transitional services to clients while closing cracks in the service structure which traditionally service drop and flop services.

1. Background check at Police Department is also the orientation where the clients are given their rights and responsibilities or minimum guidelines or acceptable behavior; schedule of penalties; and appeal mechanism.

2. Entry into basic shelter which might be either the Samaritian Ministries or the Women’s facilities which provide up to 90 days of emergency services 1 time a calendar year.

3. Clients needing long term or transitional services are moved by written referral from the basic shelter to Bethesda Shelter which is the transitional unit. Under this plan Bethesda Shelter would no long be a walk up shelter for transients. Clients staying in this facility would have a legally binding contract with the provider outlining their plans and program which have to be approved before they move in.

4. Experiment in Self Reliance and other agencies would assist with clients moving to apartments.

Services Offered Based
On Community Strengths

A City Master Plan for homeless is generally custom designed for each community based on the communities individual strengths or services they can provide. While it would be nice if every community had an infinite amount of money to be all things to all clients we are seeing that different communities offer specialized services to select groups and make referrals of clients to other communities.

A person familiar with the “Triad” and it’s current resources might like to have extensive employment programs however we might ask if given the turn down of the economy if employment programs are current a strong point for development. With exceptional services for persons with physical disabilities , substance abuse, mental health. senior citizens, or those attending colleges a person might consider that Winston Salem would have programs along these lines. It is interesting to note that nationally these services are needed in many places but unavailable to clients in many locations.

United Way of Forsyth County

Teri Hairston Program Assistant
301 North Main Street, Suite 1700
Winston-Salem, NC 27101
Conference On Homeless
9-26-2008 Proposed Change
A police background check and extensive criminal background is not a bar to services but may be the basis of a preliminary consultation between the Guest and detectives. In providing potential guest a list of minimum guidelines for behavior we give each person a fair idea of what is and is not accepted community wide. The focus of the guidelines would suggest that Guest cannot hop in and out of jail on a regular basis and expect to receive services in the homeless shelter system. Persons needing the Drop and Flop Services might be referred to communities in Florida, upper Virginia; San Antonio, TX.

A Police Officer finding a Guest in violation of a minor law or community guideline has an alternate to sending the person to jail. The Officer can issue a minor sanction denying the Guest services for a set period of time or as Vancouver, Washington does defer the matter to the local Court system where minor criminal matters and infractions are often result in community service as opposed to jail time.

Providing the guest with an opportunity to receive 90 days free services 1 time a year at the basic shelter is very generous by national standards. Guest seeking extensions and wishing to make long term commitments to Winston Salem, NC can easily get a written referral, appointment and intake at Bethesda Shelter . Guest currently seeking to enter the Rescue Mission program are required to place their name on a list and be approved for entry before starting the 90 day program.

Counselors at the Bethesda Shelter or Rescue Mission will help the client develop a program based largely on client statement of needs and achievable goals. It is recommended a legally binding contract similar to the one used by the Salvation Army Lodge in Salem, Oregon provide for extension of client stay time out to at least 1 ½ years. The client is responsible to make timely appointments with the case manager and keep the program authorized by the shelter. Ideally the transitional shelter should have a much more home like atmosphere than that of an institution.

Some clients for instance might request programs such as active employment which might best be served by moving to an State such as Florida where day labor is prevalent. A special 1 time bus grant might be given to persons being referred to other areas of the US to avoid having them becoming stranded here in the TRIAD and attempting to hang on to the service structures. Given the cost of supporting a client for a year versus the costs of a 1 time bus ticket the benefits of referring stranded persons to where they state they belong is obvious.
Important Characteristics of
The Guest or Closed Programs
If we consider the real and substantial hidden costs of assisting the less fortunate for a calendar year it become imperative to spend shrinking social service dollars on Guest who are ready, willing, and able to make a commitment to the community and not simply hanging onto the service structure as has been done in the past. The closed program being suggested makes it impossible for client to shelter hop between facilities; requires clients to have approved programs with goals a person might reasonably assume could be accomplished in the Triad; ongoing case management; legal contracts; and clearly defined rights and responsibilities.

Nationally and historically one of the biggest impediments in the homeless world is asking the client to return in a month or 90 days. The system currently being operated throughout the United States is largely a travel mechanism which moves hundreds of thousands of person across the US and almost always ask the client the return for a short stay in the not too distant future. The government has been a leader in development of programs which make a more substantial commitment to clients by offering a longer stays time to deal with issues and problems and return to society.

Guest seeking services not available in this area might be given referrals to other communities more likely to have resources geared to their stated goals. Currently Florida, Louisiana, Texas might be seeking persons to work. Excellent Veterans Services exist in San Antonio, Texas.

Advanced Medical Directive

Requires Contract to Provide Medical Services
Why Is The United States Going Broke?
Medical Failure Equal Profit for Hospitals and Doctors
Strange I thought medical professionals were supposed to be healers who resolved medical problems instead of dragging them out for years and years to increase profits 10 Doctors 5 years to do minor surgery for cancer in office. 45 Doctors took 15 years to do colon exam. 160 Doctors treated chronic blood clots and 4-5 hospitalizations a year at $400,000 until 1 doctor prescribed Xarelto-a pill a day..131 Doctors Treat Chronic Infection 1 doctor solves problem with hospital visit. Primary Care Physicians prescribe assisted living as needed for hip replacement...., how many years will pass before this occurs

Congressional Work Ethic Can
Result In Your Being Volunteered or Drafted

It seems that many Chairman of Congress believe in the concept of work ethic and if they find you on Capitol Hill or too close to something they are working on will actually have someone volunteered or simply drafted. I-5 Cooridor Agreement origionally on covered portions of California, Oregon, and Washington but was rapidly expanded by the national leadership to include a third of the United States. Congressman Henry B Gonzalez caught me on Capitol Hill about 1988 circulating one of my publications and had me introduced to the HUD Inspector General.. This assignment lasted until about 1993 when the Clinton Administration came into power and replaced me with 2 convicted persons who according to press reports were paid $80,000 a year plus expenses..

Other Webpages About North Carolina

Maybe I got the facts wrong but I thougt North Carolina is supposed to be the "Bible Belt" where Christians show their stuff or moral values? Almost a decade later the facts and these website links suggest "Bible Belt" is about a twisted as it gets. No filth or depravity or violation of basic moral decency seems to be beyound the folks who live here in this period of time.
