By this time in 2008 most communities have an extensive city master plan for homeless which requires cooperation between shelter providers and avoids duplication of services. Because this communities base of support is the liberal democratic party the community continues to have a drop and flop type shelter system which has 3 basic shelters in a 10 mile radius and no transitional program-oh well

$100 Million Turd Comes Home

Dell computer was given $100 million in incentives some years ago to open a plant in Kearnesville and is as of March, 2009 laying off 2200 employees and will probably move off.

During my 3 month stay at Samaritan Ministries I received a letter from the US Supreme Court which stated they didn't believe there could be any additional review of my SSI claim because the case was untimely as ruled upon by 5th US Circuit Court of Appeals in 1999. The various social service agencies here in Winston Salem, NC did not accept the ruling and went on to continue to field challenges to the rule of law which is resulted in being over ruled US Circuit Court of Appeals in DC in 2009

It is October, 2008 and I have returned to Winston Salem,NC and am working on a research machine on the 2nd floor when a person the Library staff explains is a Mr. Blackwell decided to volunteer(**** I don't know for a fact this is his actual name)

States he had been stalking me for years and noted I was missing for 2 years and wondered where I was. I am trying to work on the computer however he is making so much noise I can't concentrate.

A few day later Mr. Blackwell is again at the research station talking loudly into a phone apparently explaining to someone or another that he finds that folks often cry and ask for mercy when he puts a pistol to their head.
****The person was explaining his hame was Blackwell but this may not be accurate

I spoke to the Library Security Staff who explain Mr. Blackwell (?) fits their profile of a "gang member" is probably some resident low life; punk, thug; or "bitch" who lacks anything better to do with his life than molest folks at the libaray. So they ask me to contact them if puddin head returns and causes more problems.

Adopt Guest Program or Closed
Homeless Programs
This brief asks if the City of Winston Salem and social service agencies adopt a homeless master plan designed to be a guest program? As the name suggest Guest Programs don’t refer to the services or their clients as “homeless” but as guest of the community. The “Guest Program” interlocks more of the service structure to provide more extensive transitional services to clients while closing cracks in the service structure which traditionally service drop and flop services.

1. Background check at Police Department is also the orientation where the clients are given their rights and responsibilities or minimum guidelines or acceptable behavior; schedule of penalties; and appeal mechanism.

2. Entry into basic shelter which might be either the Samaritian Ministries or the Women’s facilities which provide up to 90 days of emergency services 1 time a calendar year.

3. Clients needing long term or transitional services are moved by written referral from the basic shelter to Bethesda Shelter which is the transitional unit. Under this plan Bethesda Shelter would no long be a walk up shelter for transients. Clients staying in this facility would have a legally binding contract with the provider outlining their plans and program which have to be approved before they move in.

4. Experiment in Self Reliance and other agencies would assist with clients moving to apartments.

Services Offered Based
On Community Strengths
A City Master Plan for homeless is generally custom designed for each community based on the communities individual strengths or services they can provide. While it would be nice if every community had an infinite amount of money to be all things to all clients we are seeing that different communities offer specialized services to select groups and make referrals of clients to other communities.

A person familiar with the “Triad” and it’s current resources might like to have extensive employment programs however we might ask if given the turn down of the economy if employment programs are current a strong point for development. With exceptional services for persons with physical disabilities , substance abuse, mental health. senior citizens, or those attending colleges a person might consider that Winston Salem would have programs along these lines. It is interesting to note that nationally these services are needed in many places but unavailable to clients in many locations.

A police background check and extensive criminal background is not a bar to services but may be the basis of a preliminary consultation between the Guest and detectives. In providing potential guest a list of minimum guidelines for behavior we give each person a fair idea of what is and is not accepted community wide. The focus of the guidelines would suggest that Guest cannot hop in and out of jail on a regular basis and expect to receive services in the homeless shelter system. Persons needing the Drop and Flop Services might be referred to communities in Florida, upper Virginia; San Antonio, TX.

A Police Officer finding a Guest in violation of a minor law or community guideline has an alternate to sending the person to jail. The Officer can issue a minor sanction denying the Guest services for a set period of time or as Vancouver, Washington does defer the matter to the local Court system where minor criminal matters and infractions are often result in community service as opposed to jail time.

Providing the guest with an opportunity to receive 90 days free services 1 time a year at the basic shelter is very generous by national standards. Guest seeking extensions and wishing to make long term commitments to Winston Salem, NC can easily get a written referral, appointment and intake at Bethesda Shelter . Guest currently seeking to enter the Rescue Mission program are required to place their name on a list and be approved for entry before starting the 90 day program.

Counselors at the Bethesda Shelter or Rescue Mission will help the client develop a program based largely on client statement of needs and achievable goals. It is recommended a legally binding contract similar to the one used by the Salvation Army Lodge in Salem, Oregon provide for extension of client stay time out to at least 1 ½ years. The client is responsible to make timely appointments with the case manager and keep the program authorized by the shelter. Ideally the transitional shelter should have a much more home like atmosphere than that of an institution.

Some clients for instance might request programs such as active employment which might best be served by moving to an State such as Florida where day labor is prevalent. A special 1 time bus grant might be given to persons being referred to other areas of the US to avoid having them becoming stranded here in the TRIAD and attempting to hang on to the service structures. Given the cost of supporting a client for a year versus the costs of a 1 time bus ticket the benefits of referring stranded persons to where they state they belong is obvious.

Mr. Stephen Powell former director of the Bethesda Center has reportedly resigned after allegations of sexual misconduct and the new management is completing a multimillion dollar expansion of the existing shelter. A person could only marvel at the expansion of executive offices-no new client beds and you guessed it no kitchen. I can only guess the clients of the shelter are supposed to be fed a mile away at the Salvation Army? As traditionally true in most host parasite relationships the parasite (management) gets fancy offices and a nice salary, perks, benefits, insurance, and the clients get the problem.

Stephanie Cruvant the local Voc Rehab counselor sent me a nice email asking me to join the program and said I would receive feed back from her assistant-who 2 weeks later has not said a peep.

I hate to break in here but this operation is scheduled visa-via an agreement in USDC and nothing gives you the right to do anything else.

Planning for case management should begin early October, 2008 with ESR for move to apartment in November, 2008

Operational Plan Based on Good Math

2. Estimated cost of transition shelter food/clothing/housing per month $250/300 month.

3. Monthly cash on hand after expenses $350.00/300.00 month.

1. Estimated Low income housing or apartment $250.00 a month with utilities

2. Estimated $3,500.00+/- to furnish an apartment (Money I don’t have –data based on having furnished 2 units in last 2 years).

3. $350/400 month food and essentials

4. Monthly cash reserved 0 with high statically probability of slipping into debt in event of unforeseen emergencies.

The Political Patronage Systems controls the government and prevents normal protections to entire classes of citizens aiding acts of genocide, criminal activities; terrorist activities...
