SSA Initiates Massive Fraud To Amend Social Security Act

In 1997 Social Security and Texas officials indicated they wish to amend Title 42 Chapter 7 Social Security Act and explain my SSI claim would become a precedent weather I wished to cooperate or not. Officials explained my SSI benefits were already approved and simply waiting for the completion of their effort. Officials explained their extensive sham is completely lawful until such time as the case was heard Title 42 USC Sec 405(G)H) Judicial Reviewby a federal judge and in fact could never be overturned by any federal court. What do I need to do? Answer: simply go along with the fraud and it would even be useful if you kick a little sand. Although almost everone you will be in touch with will be cooperating in this effort and you will see some unbelieveable things occuring-you must not give away out little secret. As officials have a legal right; the ability; resources and have guaranteed to me my SSI benefits I of course agreed. I thought maybe 3 years but it appears that their agenda was not moving forward this extended out 10 years until 2007. As promised everything these folks suggest or implied actually occured as they stated and my SSI benefits sort of magically appeared in 2007 during the transition of Commissioners- just as if nothing had occurred.

Assassination Attempt May-June, 1997
This section concerns a Hospital and others who began calling across a 9 state area to deny a person treatment for cancer. Verification of this process was provided by a homeless shelter operator known as David Culpepper South Harbor Homeless Shelter in Meridian Mississippi and finally from a Manuel Flores a counselor from San Antonio Junior College who volunteeeed he was part of a "conspiracy" and would love to discuss the details in a USDC. After I received surgery for cancer in Tyler, Texas we had other persons follow up all the way to Arizona trying to prevent follow up treatment.

Chris Walters was not invited to or permitted to attend the reconsideration subsequently held in Stockton, CA. The United States Supreme Court has established precedents which defines the right of parties to attend hearings to which they are parties of interest as a matter of due process:

1. Fundamental request of due process is opportunity to be heard at a meaningful time and in meaningful manner. Matthews v. Eldridge VA 1976 96 S.Ct 893, 424 US 319. 47 L.Ed.2d.18 2. The absolute fundamentals of due process of law; are jurisdiction,adequate notice, and a fair hearing US v Certain Parcels of Land in Price George County Md. D.C. Md 1941, 40 F Supp 436 3. Fair Play is the essence of due process Galveston vs.Press Ca1954,74S Ct 737,347 U.S. 522.98 Led.911.

4. The United States Supreme Court has enacted Constitional Law on the Right of Citizens to Interstate Travel comprised by 100 some odd rulings incuding such precedents as US V Guest (383 U.S. 745 (more) 86 S. Ct. 1170; 16 L. Ed. 2d 239) and Williams V Fears 179 U.S. 270 (1900)

5. The gist of the Supreme Court Law is that citizens have a well established right to engaged in interstate travel and live where they so wish. Generally it is beyound the power of the federal, state, or city governments to restrict these rights.

6. Deprivation of rights under color of law Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death.

This court must examine the basis of its jurisdiction on its own motion if necessar. Mosley v Cozby, 813 F.2d 659, 660(5th Circuit. 1987) Rule 4(a)(1)(b), Fed. R App. P., requires that the notice of appeal in a civil action in which the UnitedStates or an officer or agency thereof is a party be filed within 60 days of entry of the judgement or order from which appeal istaken. In this civil rights case, the final judgement was entered on November 19, 1998 (according to the distrit court's docket Therefore, the final day for filing a timely noticeof appeal was Tuesday, Janurary 19, 1999, because the sixtieth day was a legal holiday. See Fed. R. App. P. 26(a)(3). The plaintiff filed his pro se notice of appeal on Feburary 11,1999 well outside the prescribed period. The time limitation fortimely notice mandates dismissal ofthe appea. Robbins v Maggio,750 F 2d 405, 408 (5th Cir. 1985) APPEAL DISMISSED
