18 USC ? 1091 - Genocide (a) Basic Offense.? Whoever, whether in time of peace or in time of war and with the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial, or religious group as such?
(1)kills members of that group;

(2)causes serious bodily injury to members of that group;

(3)causes the permanent impairment of the mental faculties of members of the group through drugs, torture, or similar techniques;

(4)subjects the group to conditions of life that are intended to cause the physical destruction of the group in whole or in part;

(5)imposes measures intended to prevent births within the group; or

(6)transfers by force children of the group to another group; shall be punished as provided in subsection (b).

(b) Punishment for Basic Offense.? The punishment for an offense under subsection (a) is? (1)in the case of an offense under subsection (a)(1), where death results, by death or imprisonment for life and a fine of not more than $1,000,000, or both; and (2)a fine of not more than $1,000,000 or imprisonment for not more than twenty years, or both, in any other case.

(c) Incitement Offense.? Whoever directly and publicly incites another to violate subsection (a) shall be fined not more than $500,000 or imprisoned not more than five years, or both.

(d) Attempt and Conspiracy.? Any person who attempts or conspires to commit an offense under this section shall be punished in the same manner as a person who completes the offense.

(e) Jurisdiction.? There is jurisdiction over the offenses described in subsections (a), (c), and (d) if? (1)the offense is committed in whole or in part within the United States; or (2)regardless of where the offense is committed, the alleged offender is? The Respondent of the United Nations apparently had no objection to appearing in an Amicus Curiea proceeding which concerned third party hacking of computer sites addressing questions to the United Nations and other internet sites related to vocational training. A Motion for Summary Judgement and Finding-Questions of 3rd party tampering with Social Security Claims draws into question the constitutionality of Social Security Act. Unconfirmed information suggest the Motion was denied about April 24th, 2002.

Represenatives of UN High Commission on Human Rights agreed to consider receive information asking if HUD programs are in violations of International Covenant on Civil and Political Rights-Article 12 might be involved. Article 12 guarantees each person the right to choose where they reside. What is being asked is what right does the Government or churches have to compel a citizen to move from their county or place of residence? What right does the Government or church using federal funds have to deny services to elderly or disabled and require them to move from their place of residence.

Dear President Barack Obama:

I wanted to thank the Social Security Administration for dropping by since 1997 and asking if they could amend key provisions of Title 42 USC Chapter 7 Social Security Act. Unfortunately as a private citizens and even as Counsel Pro Hac to the UN I am not permitted to receive questions of law which are reserved to the US Congress and other select officials or otherwise receive the United States national soverngity or eminent domain. Many of these questions have in the past been submitted to the Committees of the US Congress and are enclosed on the Plaintiff Exhibit C CD-Rom as d://ssi/index.html:

Whereas your Administration has openly proclaimed that all issues of law related to health care and similar reform are reserved to your power and authority as President of the United States I hereby cede and remand all questions and issues of law and policy to your office and your various representatives for whatever such resolution as you might deem appropriate.

A US Deputy Marshal, resident FBI Agent, and SSA Inspector General requested an emergency meeting to inquire as to whether the UN could impose sanctions on the United States. The 1503 Human Rights treaty does operate under international law and has diplomatic status but is primarily an International Amicus Curiae where persons such as myself provide technical assistance to countries who might be having human rights problems such as those found on Plaintiff Exhibit C d:/ss/fgj/index.html

Under existing Court ORDERS in the 10th US Circuit Court of Appeals and USDC, New Mexico the Commissioner of Social Security has a clear cut right to request a hearing if he so desires pursuant to the provisions of Title 42 USC 405(g)(H) Judicial Review.

Dear General Counsel Thomas W. Crawley:

As the enclosed materials indicate I have asked several Congressional Committees to review aspects of my SSI claim as it relates to 3rd party tampering primarily by various concerns associated with the US Department of HUD.

When a nonprofit agency indicates they do no accommodate persons with disabilities or ends a course of medical treatment being paid for by Medicaid the medical payment system is losing an estimated $50,000 per event.

As your office recalls the several federal courts have upheld the rights of the Commissioner to a hearing pursuant to Title 42 USC 405(g)(H) Judicial Review. I am unaware of any 3rd party right interplead; join, or otherwise litigate in the matters.

In the late 1990s the 5th US Circuit Court of Appeals(*) did not object to question on human rights violation occurring under color of US law to be removed to the UN High Commission On Human Rights and to the various committees of the US Congress. The complex questions of law are printed and also on the enclosed CD-Rom in a folder ssi/fgj/.

As your staff is probably aware in using the UN Human Rights Council 1503 Complaint prcedure we are considering the questions primarily as an amicus curiae to preserve the integrity of various US Statutes under a diplomatic process. The preparation of the data took quite a while and as you can see has been returned to the United States Congress for resolution as an internal matter.

Beginning in 1997 a series of question concerning proposed amendments to the Social Security Act occurring in and around the US District Court in Western District of Texas were deferrer to the several committees of the US Congress under the provisions that amendments to US Statutes are eminent domain reserved under Article 1 Section 1 to Congress. The process generated an extensive operational audit of the Social Security Process and Medicaid program which give a lot data on operational impediments; frauds; and hoaxes operating these program.
Even though the reports are not completely edited they are sent up to government at least 1 time a year on the enclosed CD roms to as to give decision makers insight to government losses and possible solutions. Why for instance does it take 10 doctors 5 year to do a minor surgical procedure for cancer; 45 doctors 13 years to complete a colonoscopy; and other similar delays. The data is read as an html file on a standard computer and accessed by using the folder ssi/index.html

Because of the separation of powers the several US Circuit Courts of Appeals have reserved the legal matters to Congress as opposed to authorizing litigation in these areas.

This link concerns an attempt to cause the death of injury of the Plaintiff in this action directly in front of the Court which the Presiding Judge decided to ignore; didn't enter it into the Court records; and tried to conceal the fact by preventing an obvious appeal. The motive is probably that the Honorable Judge Preska is a Republican appointee who is simply toting the party line that while the United States is the prime enforcer of Human Rights world wide the United State is of course above the law and immune to prosecution.

In 2015; US Senator Patrick Leahy the Dean of the US Senate and Congressman James Sensebrenner of House Committee on Judiciary cosponsored the USA Freedom Act of 2015. The US Congress passed the USA Freedom Act to curb abuses of US Patriot Act based on idea that most citizens didn't need the permission of government to speak; communicate or forfeit their rights to privacy without due process of law. The widespread abuses included the CIA breaking into computers of US Senate Select Committee on Intelligence; gathering of metadata from all sources which is only useful for blackmail and extortion; and sustained electronic warfare attacks against United Kingdom a sovereign country where the internet service provider is located.

The United Kingdom is not subject to the laws of the United States and persons, groups, and organizations facilitating terrorist or electronic warfare attacks are legitimate military targets.
